58 -- PURCHASE AND INSTALLATION OF AUTOMATED TELECOMMUNICATIONS SYSTEM SOL 401819Q057 POC Point of Contact -- Contact Natasha Y. Rowland, Contract Specialist The U.S. Fish and Wildlife Service (USFWS) intends to negotiate on a sole source basis with ALLTEL Communications for the purchase and installation of an automated telecommunications system (data and voice) for the Warm Springs Regional Fisheries Center's new administrative building. The new building has conduits for telephone and data wiring, but does not have telecommunication wiring in the conduits. The system is to include installation of a key system unit (KSU), copper and fiber optic cable to be buried 1300 feet between an existing building and the new building, linking them together. The new building has no telephone or data wiring and must be wired. The old building having substandard wiring, will not operate correctly with a new KSU, so it must be rewired. A single contractor must be able to complete the entire project, i.e., cable burying, wiring the buildings, installing patch panels and hubs, installing the KSU, and providing continued support services. Contractor must have a local office within 100 miles of the facility in order to meet the required 2-hour response time for problems, and 4-hour response time if a problem requires on site service. Contractors who can meet the above requirements should submit clear and convincing data in writing substantiating an ability to provide the services. Responses to this notice must be received in writing to the above address within 15 days of the date of publication of this synopsis. If no response is received, an award will be made to ALLTEL Communications. If a response is received that meets USFWS' requirements and analysis of both technical and pricing documentation indicates that a competitive acquisition would be more advantageous to USFWS, then a formal solicitation may be issued.
