The U.S. Army Communications Electronics Command (CECOM) anticipates
negotiations with Cubic Defense Systems, San Diego, CA for a Firm Fixed
Price contract modification to Contract No. F19628-93-C-0166 for the
refurbishment of twenty (20) of the older Joint STARS Ground Data
Terminals (GDT) during the period of May 1999 through December 1999.
The GDTs that are part of these Ground Stations will then be
refurbished so that they can be re-used in the new Common Ground
Stations (CGS). The Government will deliver these GDTs to the Cubic
facility in San Diego, CA. Letter Request for Proposal (RFP) to be
issued to Cubic Defense Systems per FAR 6.302-1(b), "Only One
Responsible Source". Cubic Defense Systems, the developer/producer of
the Surveillance and Control Data Link (SCDL), is the only company
possessing the knowledge and expertise for this acquisition. The
Government does not possess technical data completely defining form,
fit and function of the items being procured and has no way of
evaluating a substitute item. However, the Government does possess
Performance Specifications that describe the operation of the GDT in
the Joint STARS environment. The present Joint STARS SCDL effort is
under Contract No. F19628-93-C-0166 with Cubic Defense Systems and is
