The Marine Corps Systems Command intends to negotiate a sole source contract with Southwest Research Institute of San Antonio, TX. The contractor will be responsible for providing hardware and technical services necessary to conduct a demonstration involving the use of an Unmanned Powered Parafoil to accurately deliver non-lethal force at standoff distances. The contractor must prepare test hardware needed for the demonstration and must then conduct the demonstration itself. The product of the demonstration will be the measurement of the obtained accuracy. The Unmanned Powered Parafoil is a product that was first used during the Hunter Warrior Advanced Warfighting Experiment as a viable unmanned re-supply platform. After the Hunter Warrior Experiment, a liquid spray unit was added to the parafoil and a demonstration was conducted of this capability. Southwest Research Institute was contracted to support both of these efforts under contract N00600-97-D-27330. This current requirement builds on SouthwestResearch Institute's previous work. No RFP is available for competitive bidding; however, interested parties may submit a statement of capability for satisfying this requirement, to include descriptive literature and pricing, within 15 days of this announcement to the contact person listed above. This announcement is not a request for competitive proposals; however all proposals received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
