Patent and Trademark Office (USPTO) has a continuing requirement to
provide operational maintenance to Sony High Density Optical Storage
Devices (HDDs) in support of patent examiners in their Patent Image
retrieval endeavors. The USPTO intends to extend contract
50-PAPT-5-00061 with U.S. Computer Maintenance from April 1, 1999
through September 30, 1999 to provide HDD operational support. The HDDs
will be in use as long as the examiners are retrieving through the use
of the existing systems support for retrievals. It is anticipated that
the HDDs will be needed for a period of six months until the IBM
mainframe will be discontinued and deinstalled. At this point the HDDs
will no longer be needed. In the event that less than six months of
maintenance will be needed, a 30-day discontinuance of maintenance
clause will be inserted in the contract extension. The proposed
contract action is for services for which the Government intends to
solicit and negotiate with only one source under authority FAR6.302. At
this time, U.S. Computer Maintenance is deemed the only responsible
source and no other services will satisfy agency requirements for the
extension period for the continued support. Any award to any other
source would result in a substantial duplication of cost to the
Government that is not expected to be recovered through competition and
would cause unacceptable delays in fulfilling the agency's
requirements. Concerns which believe they have the ability to furnish
the specified support are requested to give written notification within
30 calendar days from the date of this synopsis. This is NOT a formal
