following revision is made to the announcement posted on the CBDNet on
January 8, 1999 and printed in the CBD on January 12, 1999 by the U.S.
Army materiel Command Acquisition Center, Aberdeen Proving Ground
entitled "Services, Operation of Government Owned Dining facilities",
solicitation number DAAD05-99-R-0508. In accordance with the 4 February
1999 Interim guidance issued by the Assistant Secretary of the Army,
Research, Development, Acquisition, this solicitation will be issued in
accordance with the regulations and guidance of the Randolph-Sheppard
Act. Therefore, the State licensing agency will be afforded paramount
priority. If the State licenty agency's proposal is determined to be
within the competitive range comprising all of the most highly rated
proposals (or consisting of the greatest number that will permit an
efficient competition among the most highly rated proposals per FAR
15.306(c) and FAR 52.215-1(f)(4)), a contract will be awarded to the
State licensing agency based upon priority in accordance with the act
and implementing regulations. As a result, this requirements will be
issued on an unrestricted basis and the 100% small business set-aside
