CONTROL STRUCTURE, TRAVERSE CO., MINNESOTA Work consists of but not
limited to the construction of a new reinforced concrete control
structure for the outlet of Lake Traverse with associated earthwork and
stone protection. The control structure consist of 380 cubic meters of
reinforced cast-in-place concrete, a 34 meter long structure steel
walkway, and 775 square meters of steel sheet pile. Mechanical
equipment for the dam includes pneumatically operated steel crest
gates, gate control, steel piping, air compressors, and a precast
concrete equipment building. Earthwork consists of 1500 cubic meters of
excavation, 1300 cubic meters of riprap and bedding. A cofferdam
consisting of 3000 cubic meters of earth excavation and 500 square
meters of sheet pile will be removed as part of the work. THIS
PROCUREMENT IS ISSUED UNRESTRICTED UNDER THE SMALL BUSINESS
COMPETITIVENESS DEMONSTRATION PROGRAM (PUBLIC LAW 100-656). SIC Code
1629, Small Business Size Standard is $17 million. Estimated magnitude
of construction in terms of physical characteristics and estimated
price range is between $500,000 and $1,000,000.00. In the event the
apparent low bid amount exceeds $1,000,000.00, and the firm recommended
for award is a large business, it will be necessary for the firm to
submit a subcontracting plan which will be subject to approval prior to
receiving award. For the purposes of formulating the subcontracting
plan, in the event it is necessary, the following non-legally binding
goals applicable to all subcontracting utilized in the performance of
the contract are provided for informational purposes only: Small
Business -- 35.0%, Small Disadvantaged Business -- 6.0%, Woman Owned
Small Business -- 3.0%, Subcontracting Report (SF 294 & SF 295) --
100.0%. Plans and specifications are expected to be available
approximately March 16, 1999, with bid opening occurring on or about
April 15, 1999. Plans and specifications are available in printed hard
copy format or CD-ROM. Ordering of CD-ROM shall be made by registering
via the St. Paul District web site at www.mvp.usace.army.mil (click on
Contracting, then Advertised Solicitations). If ordering paper copies,
those will be furnished upon written request only with a non-refundable
charge of $17.50 for half-size drawings with one copy of specification;
$62.15 for full size drawings with one copy of specification; $10.00
