This is a Non-Appropriated Fund (NAF) procurement. The U.S. Army Corps
of Engineers, Seattle District, is seeking individual design-build
sources or teams to construct replacement golf course clubhouse and
cart storage buildings at the Whispering Firs Golf Course, McChord Air
Force Base, near Tacoma, Washington. New work is within the same
overall project area as the existing facilities. New Golf Clubhouse:
The proposed contractor will design and construct a new golf clubhouse,
approximately 8,000 SF on the same footprint, to provide space for
current golf clubhouse activities, including a pro shop, with office
and storage space, dining areas to include verandah, lounge and
function rooms, with kitchen, managers' offices, locker rooms and other
support spaces. The new clubhouse building shall serve as the focal
point for the course and include many upgraded features that help to
increase the use of the facility; provide supporting utility systems,
pavements and landscaping; provide a comprehensive interior design
package for furniture procurement by the Government. New Golf Cart
Storage Facility: The proposed contractor will design and construct a
new golf cart storage building, approximately 4,000 SF, to provide
storage for fuel-powered golf carts, with no repair or fueling in the
facility. The building shall be unheated and is normally occupied for
only short periods; a cart wash area shall be provided outside the
building; provide supporting utility systems, pavements and
landscaping. It is anticipated that there may be contract bid options
to provide underground power from the south side of Lincoln Boulevard
to the new clubhouse and cart storage building; and/or provide a
vertical cement concrete curb at the perimeter of the parking and
driving lanes and around the landscape and tree islands instead of an
extrude cement concrete curb. This solicitation will be conducted in
two phases. In Phase One (pre-qualification), submittals will be
evaluated to determine which offerors may submit proposals for Phase
Two. Up to six (6) firms will be pre-qualified to participate in Phase
Two. The pre-qualification package will be available on or about 25
Feb 1999, at no charge per set, with proposals due approximately three
weeks later. The Request for Proposal (RFP) for Phase Two (design and
construction) will be furnished to the pre-qualified offerors shortly
after the pre-qualification is completed and will be available in
electronic format only (Electronic Bid Set (EBS)). AVAILABILITY:
Pre-qualification information letter available on or about 25 Feb 99 at
no charge per set. No individual sheets are available. Documents will
be issued on a first-come, first-served basis until supply is
exhausted. No phone requests accepted. Refer to RFP Number
DACA67-99-R-0030 when ordering. Requests MUST BE IN WRITING and be
received before solicitation documents will be mailed. Requests may be

your request need not be mailed. Please be sure to include if you are
a Prime, Sub or Plans Room. Pre-qualification information letter may
be picked up from the Plans Room Monday through Friday between the
hours of 7:30 AM and 3:30 PM. Firms desiring consideration must request
a copy of the pre-qualification information letter, RFP No.
DACA67-99-R-0030, in writing, no later than 23 Feb 99. Estimated dollar
value is in the range of $1M to $5M and completion period is 365 days.
Standard Industrial Classification Code is 1542. Project is open to
both large and small business. *If you are a large business and your
bid or proposal will exceed $1,000,000 you will be required to submit
a subcontracting plan. *For the purposes of this procurement a concern
is considered a small business if its average annual receipts are $17
