for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. The Solicitation Number is USZA95-99-Q-0024 and issued as a
Request for Quote (RFQ). It is anticipated that is acquisition will be
sole source to Robertson Aviation, 1024 East Vista Del Cerro, Tempe,
AZ 85281, into the Robertson Auxiliary Fuel Tank Systems currently used
in the MH-60K and MH-47E aircraft, HM020-185 and HM020-800. Robertson
Aviation, LLC will design a method of connecting a flexible 3/8 inch
pneumatic line with an AeroQuip 3900 series quick disconnect into the
Robertson auxiliary fuel tanks. The same type quick disconnect fitting
is being installed onto the MH-60K bulkhead and the MH-47E cargo
overhead to mate with the flexible pneumatic line. The design will
allow the appropriate amount of nitrogen enriched air to be inserted
into the auxiliary fuel tanks from the Litton OBIGGS. Venting will
allow the appropriate level of air to remain in the tanks during all
normal pressure regimes while keeping oxygen levels at or below the
OBIGGS specification. Direct coordination for technical information
will be exchanged between Robertson Aviation, LLC, Litton Life Support
Systems, and Raytheon Systems (SOFSA) for system pressures, hardware
interfaces, and technical data. The design will not degrade the
performance of current aircraft or Robertson auxiliary fuel systems.
Any design considered must obtain the airworthiness approval of the
U.S. Army Aviation and Missile Command. Two HM-020-185 and three
HM-020-800 fuel tanks will be provided to Robertson Aviation as GFE.
The contractor will modify the auxiliary fuel tanks, install the
integration hardware, valves, AeroQuip 3900 series quick disconnects,
and provide the pneumatic hoses of 3/8 inch internal diameter. All
materials must be approved for aviation use and receive AMCOM approval
prior to being utilized. Three hoses, 60 inches long, will be required
for the MH-47E and two hoses, 36 inches long, will be provided for the
MH-60K. Each hose will have the AeroQuip series 3900 quick disconnect
to mate with the connector on the Robertson auxiliary fuel tank and
the aircraft mounted connector to OBIGGS. The contractor will test both
models of the Robertson fuel tanks with input pressures received from
Litton Life Support systems. The tests are to ensure the venting is
adequate in order to maintain adequate oxygen levels in the fuel tank
ullage, from a full fuel level to an empty fuel level, and at all
pressure altitudes currently required by the Robertson auxiliary tank
specification. The contractor shall implement an ILS program that will
ensure supportability of the design. The system quick disconnects will
be accessible and functional for the flight and maintenance personnel
from inside the aircraft with no special tools. The solicitation
document and incorporated provisions and clauses are those in effect
