CECOM Acquisition Center intends to procure Prophet Air/Control
systems. The system's primary mission will be to electronically map
Radio Frequency emmitters on the battlefield from 20 MHz (High
Frequency/HF) to 2000MHz (Super High Frequency/SHF). Electronic mapping
is defined as detecting, identifying, locating and monitoring RF
emitters and the graphical depiction of these emitters to allow for
nodal analysis and correlation with other intelligence feeds at the
Analysis and Control Elements's (ACE) SIGINT section. Prophet Control
(PC) will be the heart of the system. It is the forward, collateral
SIGINT analysis element organic to the division and ACR. It will
remotely control the receivers on the Prophet Air platforms, task the
Prophet Ground sensors, and will preprocess the locational data. The PC
will transmit and receive formatted reports to and from the Analysis
and Control Element (ACE) and the Analysis and Control Teams (ACT) as
well as provide a Near-Real-Time graphical display (Electronic Target
Indicator {ETI} Dynamic Overlays) of collected information. The systems
will also have the capability to precisely locate selected emitters and
conduct Electronic Attack (EA) of selected nodes. It is anticipated
that a demonstration of candidate ESM subsystem solutions will be
conducted in Aug/Sep 1999. The demonstration will be used to evaluate
performance in regard to supporting electronic mapping. Offerors with
subsystems that do not pass the demonstration will be excluded from
further consideration. Interested parties are requested to furnish the
following information: 1) company name, 2) address, 3) POC name,
phone, FAX, 4) state if interest is as a prime or subcontractor, 5)
state if interest and company name and POC information may be provided
to other interested parties. Answer to item 5 is requested to
facilitate teaming or subcontracting opportunities. A draft copy of the
Operational Requirements Document (ORD) as well as a draft copy of the
Statement of Objectives (SOO) will be available via the U.S. Army
Communications-Electronics Command (CECOM) Acquisition Center's
