The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-10. Only one responsible source and no other supplies or services will satisfy agency requirements. A J&A for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement is a follow-on requirement and shall involve the development of discrete element simulation model software applications with customized user interface developed by General Atomics. The customized user interface system will provide for the collection and manipulation of data from government databases, regression and formatting of data for input into the simulation model, and identify constraints and bottlenecks to the flow of production. Location of Project: Tinker AFB, OK. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, this notice is not a request for competitive proposals. All proposals received by February 19, 1999 will be considered by the government.
