NASA/GSFC plans to issue a Request for Quotation (RFQ)5-19989-905 for the software development of quantity one, device driver for support of a SBS-Greenspring PMC-HS serial card in ADI Simisystem and RTEXEC which includes technical documentation of the device driver and all API's as well as one year of technical support. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Applied Dynamics, Inc. Applied Dynamics developed the operating system and device driver currently in use on the GOES N-Q spacecraft. GSFC is building a GOES Imager/Sounder Simulator that must be identical to that which is in flight. Both operating systems, including device drivers, must be identical. Therefore, Applied Dynamics is uniquely qualified to support this effort, and it is in the Government's best interest to contract with them. The Authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. See Notes 22 and 26. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
