305-7363 Federal Prison Industries intends to award a sole source
contract to St. Paul Software 1450 energy Park Drive, Suite 127 St.
Paul, MN 55108 for an updated version of existing software Evision R3
AIM and ALE modular for SAP R3 to include an annual maintenance
agreement. . This is a combined synopsis/solicitation for a commercial
items prepared in accordance with the format in Subpart 12.6 of the
Federal Acquisition Regulation (FAR), as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, quotes are being requested and a written
solicitation will not be issued. The solicitation number is 1
PI-Q-0107-99. The solicitation document and incorporated clauses and
provisions are those in effect through Federal Acquisition Circular
97-10. The Government intends to solicit and negotiate on an other than
full and open competitive basis pursuant to FAR 6.301-1 with St. Paul
Software since they are the only known source which can provide the
updated version of software and maintenance agreement to communicate
with UNICOR's R-3 Database already in use by UNICOR The software shall
be Y2K compliance in accordance with clause FPI1000HZ. The award will
result in a firm fixed price definite delivery type contract. Delivery
shall be made FOB Destination to: UNICOR, Federal Prison Industries,
400 First St., N.W., Washington D.C. 20534 POC: Tom Hoover, COTR
Delivery: 10 calender days after receipt of order. Maintainence
agreement shall be in effect from date of award through October 30,
1999. FAR Provision 52.212-1 Instructions to Offerors-Commercial Items
applies to this acquisition. Offer must include a completed copy of
FAR provision 52.212-3, Offeror Representations and
Certifications-Commercial Items with their offer. The Representation
and Certifications can be obtained though our Web Site below. The
following clauses also apply to this solicitation: FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items. 52-212-4- Commercial Items,
52-242-13- Bankruptcy. Offer will be evaluated in accordance with FAR
Provision 52.212-2, Evaluation of Commercial Items, price and delivery.
FAR Provision 52.215-5, facsimile Proposals applies. St. Paul Software
quote shall be submitted by facsimile to (202) 305-7363 by 1:00 pm est
on February 19, 1999. Anticipated award will be made on February 22,
1999. Another responsible source may submit concise documentation for
consideration regarding their ability to provide the required item to
include any technical data; however, no contract will be made on the
basis of this information provided. Any responses to the synopsis
should provide the solicitation number, concise documentation and
