Surface Warfare Center, Dahlgren Division, Coastal Systems Station,
Panama City, Florida, is seeking proposals to do applied research to
study technology insertions for optimizing the mission time for
neutralizing a threat mine, reducing man-in-the-loop requirements, and
utilizing an autonomous neutralization system deployed from an H-60
aircraft for an in-stride capability. The current airborne mine
neutralization system (AMNS) mission consists of Pre-launch phase,
Launch phase, Transit/Tracking phase, Acquisition/Homing/Identification
phase, and Target Neutralization phase. The autonomous technology to be
investigated includes the necessary hardware, software and control
systems for the neutralization vehicle to transit, acquire, identify
and neutralize threat mines without a tether to or without continuous
control from the helicopter. After launch of the autonomous vehicle,
the helicopter will transit to another predetermined location while the
vehicle completes the remaining phases of the mission. Study areas of
interest include conceptual P3I technology compatibility with and
integration into the H-60 helicopter to include the tactics, optimum
number of autonomous expendables and time required for neutralization
and verification of success. Also, the study will include the level of
effort required to develop the described autonomous neutralization
system. Level of effort should include cost, schedule, software
development effort (lines of code), and safety concerns. This
requirement is being advertised subject to availability of funding. The
level of effort will be approximately five man years in scope with a
period of performance of approximately six months. Potential offerors
are hereby notified that the Government may award more than one
contract based on receipt of more than one technically superior offer
in response to this synopsis and availability of funding. It is
anticipated that successful offerors will be capable of demonstrating
significant past performance in the areas of relevant AMNS
technologies, aircraft systems integration, mine countermeasures, and
image processing. Brief technical proposals and a cost proposal will be
