(202) 493-6153 The Federal Railroad Administration (FRA) intends to
negotiate on a sole source basis with the Association of American
Railroads (AAR), the award of Task Order No. 125 under existing
contract No. DTFR53-93-C-00001 for the purpose of conducting a series
of full-scale railroad passenger car crash tests. This testing will
include dynamic and static tests using donated passenger car equipment.
The overall objectives of these tests are to demonstrate the
effectiveness of the crashworthiness of cab car and coach car
structural designs and the effectiveness of occupant protection
strategies. The prospective work will be conducted at the unique
facilities of the Transportation Technology Center (TTC) in Pueblo,
Colorado. The 52-square mile TTC property, managed and operated by
Transportation Technology Center, Inc. (TTCI), a wholly owned
subsidiary of the AAR, is the only known facility with the unique
capability and circumstances suitable for such highly specialized and
hazardous railroad test operations safety away from revenue service
rail lines. The applicable authority for this procurement is 41 U.S.C.
253 (c)(1) as implemented by FAR 6.302-1, "Only One Responsible
