Corbitt, M.J.CORBITT@larc.nasa.gov. NASA/LaRC plans to issue a Request
for Offer (RFO)for the development of a prototype design for E-Scan
Antenna for a Collins Multi-Mode Airborne Radar System that has the
potential to be economically viable in the commercial market. The
principle enabling technology is an active Electronic Scan Antenna
mechanized with phase and amplitude control. The prototype Radar system
is intended to perform all of the current ARINC 708 (commercial
standard) radar functions and perform additional functions needed for
all weather operations. This radar shall be compatible with the
installation requirements of all commercial aircraft capable of
carrying 100 passengers or more including the planned High Speed Civil
Transport (HSCT). The proposed modes of operation are based on a list
of functions that has evolved over several years and is believed to be
the high value functions that are practical for incorporation in an
X-Band Radar. The overriding strategy for this project is to develop a
radar that is capable of allof the currently identified functions and
to be as flexible as possible to accommodate future requirements.
NASA/LaRC intends to purchase the items from Rockwell Collins, Inc.
under the authority of 10 U.S.C 2304 ( c )(1) Only One Responsible
Source, and no other type of supplies or services will satisfy agency
requirements. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. An Ombudsman has been appointed.
See Internet Note "B". Interested firms have 15 days from the
publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Firm date for receipt of offers will be stated in the RFO.
All qualified responsible sources may submit an offer which shall be
