Directorate (AFRL/MN) is interested in non-nuclear concepts for deeply
buried target defeat. This announcement is a request for information
on concepts that can be employed to Deny, Destroy, Degrade, Disrupt,
Neutralize (D4N) the use of hardened and/or deeply buried targets. The
time frame is 2010 through the year 2025. All relevant technologies
necessary for these concepts to succeed must be available to the Air
Force by the year 2025. This request is for concepts other than
conventional bomb casings filled with high explosive. Concepts should
include a definition of employment and technology requirements.
Information related to determination of target denial and its effect is
also sought. Hard and deeply buried (2+ meter) targets are defined as
fixed, unitary, high value facilities or functions to which a potential
adversary has applied a considerable reinforcement (hardening), or
which have been constructed under the earth's surface and consequently
covered with materials such as soil, gravel, rock, reinforced
concrete, and the like, in order to frustrate attacks and intelligence
collection efforts. They also may include targets which house weapons
of mass destruction. Interested parties are invited to send up to
three pages of information detailing each proposed solution to the
contract specialist. Information packages containing more than three
pages will be returned, unread, to the sender. A page is defined to be
one side of an 8.5 x 11 inch piece of paper with information on it.
Minimum print size is 10 point type, or 12 pitch. This information is
not constraining on the final proposed solution and is intended only to
give AFRL/MN an understanding of the range of possible solutions. The
information should include: 1) identity of the concept provider, 2)
concept title, 3) a brief description of the concept to include
possible delivery means and employment concept, and 4) a brief
description of the target defeat mechanism to include weapon or system
type anddestructive or disruptive event(s) and effect(s). Upon receipt
of these papers a U.S. Air Force review group will review all submitted
concepts and attempt to substantiate any undemonstrated capability
claims either through clarification from the concept provider or
evaluation by an independent Government group with relevant experts.
This request for information is the first step in preparing technology
roadmaps for far-term investment plans. It is not a request for
competitive proposals, and will not result in a Government contract.
The Government does not intend to pay for the information requested. If
the Government chooses to enter into a concept exploration phase for
any of the system concepts, proposals will be solicited on a full and
open competition basis. A possible alternative that may be pursued
after the technology roadmaps are completed is to use the Small
Business Innovative Research (SBIR) program to investigate promising
deeply buried target concept technology development. Proposed concept
papers must be received by the Government no later than 1:30 PM (local
