(EPA) Cincinnati Contracts Management Division and the Office of Water,
Office of Ground Water and Drinking Water has a requirement for
technical assistance and support services connected with the
implementation of the Public Water Systems Supervision (PWSS) Program.
The required support services will cover such activities as State
primacy oversight, compliance information collection and analysis,
mobilization/State capacity, training, enforcement, regulatory
development and direct program implementation. In 1995, EPA entered
into an updated consent decree with the Sierra Club Legal Defense Fund
(SCLDF). In order to meet the statutory and court ordered deadlines
for the Class V rule, Class V Study, and maintain the Needs Survey
schedule, EPA must increase the level of effort for the existing
contract (contract No. 68-C5-0061) with the Cadmus Group, Inc. EPA
intends to negotiate, on a sole source basis, an increase in the level
of effort for this contract of 36,989 hours and $2.53 million dollars
as well as extend the period of performance for the final period to
December 31, 1999. This is necessary to meet the mandated deadlines and
cover the period from now until the end of the fiscal year, when the
current contract expires and a new vehicle is expected to be in place.
Negotiations shall be conducted pursuant to the authority of 42 U.S.C.
253 (c)(1), which allows for negotiations without full and open
competition if there is only one responsible source. The basis for the
determination is that The Cadmus Group, Inc. is the only contractor
that has the expertise and knowledge to continue the work currently
being done under the active work assignments for this contract. It is
critical that the activities be a continuation of the previously
conducted research and analysis to ensure the reliability of the work
completed and without duplication of costs or previous effort. THIS IS
NOT A REQUEST FOR PROPOSALS. Sources wishing to be considered must
submit documentation to the office identified above which establishes
that (1) the company has the expertise to do the analysis required from
the current point forward, (2) they have the facilities and personnel
available; and (3) that they can provide continuity in the studies and
analysis required to meet the Congressional Mandate and court ordered
deadlines and to maintain the reliability of the data without
duplication of costs or effort. Documentation should be submitted
