synopsis/solicitation for commercial services prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; capability statements are being requested and a
written solicitation will not be issued. THE GOVT INTENDS TO SOLICIT
AND NEGOTIATE WITH SOURCE OF DR. STEVEN L. REARDEN UNDER THE AUTHORIITY
OF USC 2304 (1) and FAR 6.302-1. (ii) This solicitation, MDA94699Q1252
is a Request for Quotation (RFQ). (iii) This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Regulation Circular Volume 60, No. 180 dated 09/18/97. (iv)
The applicable Standard Industrial Code is 8748, the corresponding size
standard is $5.0M. This procurement is not covered by the Small Bus
Competitiveness Demonstrative Program. (v) SEE THE NEXT ITEMS FOR

DESCRIPTION OF REQUIREMENT -- STATEMENT OF WORK; C.1.0 BACKGROUND. The
principal mission of the Joint Staff History Branch is to produce
classified volumes for a series titled The Joint Chiefs of Staff and
National Policy. A long-standing objective has been to complete volumes
in this series within 15 years of the events they describe. When work
is done approximately within this time frame, many participants are
still available and the events described and the topics covered are
still considered relevant and useful by Service and joint schools as
well as Joint Staff officers. Volumes in the series follow roughly the
same topical format to insure continuous coverage of major issues.
During the 1908's and early 1990's, historians wrote preliminary
research drafts on more than half the topics for Volume XII, covering
1977-1980, and on Western Europe, the Far East, Latin America and
strategic arms reduction talks for Volume XIII, covering 1981-1984.
Separate monographs were written on the JCS role in Lebanon and
Grenada. Historians then were diverted to higher-priority tasks.
Accordingly, in 1996, a contract historian was assigned to write Volume
XII. Since that time, high-priority tasks still leave no historians
free work upon the series. Consequently, contracting again offers the
only option for completing Volume III. C.2.0 PROJECT OBJECTIVE. The
contractor will write chapters for a volume, The Joint Chiefs of Staff
and National Policy: 1981-1984, that describes the JCS role in
formulating and carrying out policy and sets these developments within
the broader context of events. A one-year contract will be awarded,
with options for three one-year renewals contingent upon satisfactory
performance as defined in paragraph C.3.0. Sources for the chapters
will include the records of the Joint Chiefs of Staff, the files of the
Chairmen, and such records of the State Department, the CIA, the NSC
and other federal agencies and presidential libraries as are necessary
to provide full and accurate portrayal of the JCS role in national
securityaffairs. The contractor will expand and rewrite, to the extent
considered necessary to meet the criteria defined in paragraph C.3.0,
the existing drafts mentioned in paragraph C.1.0. . The contractor
will also writer new chapters covering the following topics: the JCS
role in national security organization; the formulation of national
military strategy; nuclear and conventional force planning; Law of the
Sea negotiations; Western Europe and NATO; the Meddle East, drawing
upon the Lebanon monograph; Southwest Asia using documents assembled in
execution of the 30-day purchase order; the Far East; and a conclusion
summarizing and analyzing the overall JCS contribution to polity
formulation. The contractor may conclude that other topics also warrant
separate new chapters. C.3.0. DELIVERABLES. In matters of source
materials, writing style, level of documentation, footnote usage and
depth of coverage, such as the degree of selectivity used in describing
a JCS memorandum, the manuscript should be comparable to the chapter in
Volume XII of the National Policy series that treats a similar topic or
area of the world. A draft chapter normally should not exceed 75
double-spaced pages in length. Pages will be 8.5" x 11" with 1-inch
margins. The contractor will perform research and writing in accordance
with the following timetable, which will be subject to adjustments
proposed by the contractor and approved by the Chief, Joint Staff
History Branch: THE FOLLOWING ANNOTATES CHAPTER AND ITS SUBMISSION
FORM, DESCRIPTION AND DELVERABLE DATE: 1. Draft-Southwest Asia-60 days
after contract award; 2. Draft-Middle East(Israel, Lebanon)-190 days
after contract award, 2. Revision 20 days after receipt of govt
comments; 3. Draft-North African Littoral 300 days after contract
award, 3. Revision -20 days after receipt of govt comments; OPTION YEAR
1 -- 4. Draft-Sub-Sahara Africa-40 days after effective date of option,
4. Revision-20 days after receipt of govt comments; 5. Draft Western
Europe & NATO-205 days after effective date ofoption, 5. Revision 25
days after receipt of govt comments; 6. Draft-Latin America-320days
after effective date of option, 6. Revision-25 days after receipt of
govt comments; OPTION YEAR 2 -- 7. Draft-Far East-115 days after

Chapters 2 thru 4 above are to be completed within the time period of
the basic contract. Chapters 5 thru 13 and the Library Trip will be
completed during the three option year extension periods of one year
each. C.4.0. REPORTING REQUIREMENTS. Weekly progress reports will be
given orally by the Contractor to the Chief, Joint Staff History Branch
every other Friday, in the Joint History Office. Neither audio taping
nor written transcription of these reports is necessary. C.5.0.
RESOURCES. Work space will be provided for one writer in Room 1B707,
Pentagon building. The Joint History Office will make available a
modular workstation with a Microsoft/Word for Windows work processor,
desk, storage space and necessary supplies. C.6.0. ACCEPTANCE CRITERIA.
The contractor will adhere to the suspenses for original submission,
revision, and final submission described in paragraph C.3.0. The Chief,
Joint Staff History Branch will decide whether circumstances warrant an
extension of these deadlines and whether the contractor's final drafts
meet the standards set forth in paragraph C.3.0. C.7.0. PERSONNEL.
Contractor must have demonstrated his or her ability by writing a
book-length history dealing with the formulation and execution of
national security policy, with primary emphasis upon factual accuracy
and balanced presentation that scholarly reviewers have rated as
authoritative in its field. The contractor shall have a current TOP
SECRET-SCI clearance. (vii) See the statement of work for deliverable
dates. (viii) The following provision applies to this acquisition:
Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors
-- Commercial. (ix) The following provision applies to this
acquisition: Federal Acquisition Regulation (FAR) 52.212-2
Evaluation-Commercial Items/Services. References of past performance is
to be submitted, each reference is to include point of contact for same
or similar services rendered for two (2) Government Entities and two
(2) Commercial Entities, all citing purchase order/contract number,
agency point of contact name and office telephone number, hourly rate
in which services were performed, total project cost and date of award.
The Government intends to review quotes and award a contract without
discussions. However, the Government reserves the right to conduct
discussions if later determined by the Contracting Officer to be
necessary. The Government may reject any or all quotes if such action
is in the public interest; accept other than the lowest quote; and
waive informalities and minor irregularities in offers received. (x)
Quotes are to include a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications-Commercial
Items/Services with its submission. (xi) The following clause applies
to this acquisition: Federal Acquisition Regulation (FAR) 52.212-4,
