REQUIREMENT OF CONTINGENCY SUPPORT SERVICES HAS BEEN ADDED. IF YOU HAVE
ALREADY FORWARDED A CAPABILITY STATEMENT, PLEASE FORWARD AN ADDENDUM
DETAILING YOUR CONTINGENCY SUPPORT EXPERIENCE. Sources are sought to
provide Civil Engineering Support services in accordance with the
following: On 15 December 98 it was announced under the direction of
HQ/AFMC that the 66th Air Base Wing, Civil Engineering Support was to
be the subject of an A-76 Cost Comparison Study. The Federal policy for
the performance of recurring commercial activities was established in
the 1983 Office of Management and Budget (OMB) Circular No. A-76,
"Performance of Commercial Activities". The intent of the program is to
determine the most efficient and effective method of providing service.
The study will determine whether commercial activities should be
performed under contract with commercial sources, or in-house, using
Government facilities and personnel. Based on this program, sources are
sought for Hanscom's Civil Engineering Support for the Electronic
Systems Center, 66th Air Base Wing, and various units assigned to
Hanscom Air Force Base, MA. Any resultant solicitation may include the
following, subject to change depending on varying mission
requirements. Functions performed include: 1) Perform Command Section
Management support; 2) Provide Engineering support; 3) Provide Resource
Management support; 4) Provide Environmental Functional support; 5)
Provide Housing Management support; 6) Provide Base Operations and
Facility Maintenance Support, 7) Provide Contingency Support Services,
including preparing and supporting the wing for operations during
natural disasters, major accidents, war, and other base emergencies.
These functions are integrated to provide complete Civil Engineering
support to Hanscom's customers while focusing on quality filled
practices. This requirement services Hanscom AFB, MA consisting of
approximately 846 acres, plus geographically separated units. The
duration of this contract, with all options, is anticipated to be five
years. The government does not intend to award a contract on the basis
of this notification or otherwise pay for any information or inquiry.
This synopsis does not constitute a request for proposal, and is not
considered to be a commitment by the government. Respondents capable of
satisfying the requirements stated herein should send two (2) copies of
their response in writing within 30 days of this publication to Steve
Pekunece, ESC/PKOB, 104 Barksdale St., Hanscom AFB, MA 01731-1806.
Responses should include a narrative identifying the scope of past and
current services contracted for within the past three (3) years and
describe capabilities to perform the services described in this
synopsis. Firms should ensure their responses are complete and
sufficiently detailed to allow the Government to determine the firm's
qualifications to perform the defined work. Contractors must identify
their business type (i.e. large business, small business, small,
disadvantaged business, 8(a) certified business, woman-owned small
business). The responses will serve as a basis for the Government's
decision to establish this requirement as an 8(a), small business
set-aside or unrestricted requirement. SIC Code 8744, Base Maintenance,
small business size standard $20.0M, will be used for this acquisition.
PLEASE NOTE: THE PRIMARY SOURCE OF INFORMATION REGARDING THIS COST
COMPARISON STUDY WILL BE THE HANSCOM ELECTRONIC RFP BULLETIN BOARD
(HERBB) which can be found at http://www.herbb.hanscom.af.mil. A Civil
Engineering A-76 website will be established on HERBB in the future.
