Introduction The San Manuel Band of Mission Indians, a Federally recognized Indian Tribe, wishes to obtain services from a professional engineering firm to prepare design plans, specifications, and engineering cost estimate for development of an approximate 23.5 acre industrial park at South NCO Housing Parcel at former Norton Air Force Base, California. The plans and specifications must conform to the requirements of the most recent Uniform Building Code (UBC) and of the City of San Bernardino, and the requirements listed in standard specifications for Public Works Construction (Green Book). II. Descriptions of Project The project will consist of two (2) elements, these include: Element One: (1) The development of a "Colored Rendering" of South NCO Parcel (approximate 23.5 acres) showing the placement of "Maximum Buildout" of concrete tilt-up building(s) on the proposed industrial lot(s). Additional title block on the colored plan view rendering shall indicate the total square footage of proposed building construction taking into account a roadway "loop system" around the parcel as private road. The project shall accommodate finished grading plans for two (2) pads -- each would provide for approximately 200,000 square foot (+/-) and one (1) additional pad of 40,000 square foot pad concrete tilt-up building, for phased development of each building. Element Two: (2) Preparation of parcel map, engineering plans, specifications, landscape architecture design plan sheets, and cost estimates for construction including everything necessary to obtain a permit(s). The "San Manuel Tribal Government Industrial Annex" is described as a new industrial development to be constructed consistent with the development guidelines identified in the land use planning documents identical to San Bernardino International Trade Center and Specific Plan and City Development Code(s). This project will be constructed adjacent to the San Bernardino International Airport property to the south and bordered by 5th street on the north, and 3rd street on the south, with Victoria Avenue on the east. Approximately 103 housing units currently exist on the property and underground utility lines transect the property, and as such, will require engineering demolition plans and coordination in relocation of the backbone infrastructure. Any approvals from any utility shall be in written form and be obtained by the engineers from various agencies to be included as part of the scope of work and made a part of this RFP. Engineering services and design will include: (1) Aerial control, Topographic mapping (2) Rough and precise grading plan sheets Structural calculations for retaining walls, footings, etc, as appropriate. (3) Erosion control plan & plan sheets. (4) Local storm drainage plan (this includes all on-site and any off-site storm drainage plans to drain site into the "Third Street channel"), any storm drainage structures, hydrology and hydrologic analysis and calculations. (5) Street improvement plans, including sectionsfor grade separations detail for access to the property from public roadways. All roadway profile & sections shall conform to City requirements. Entryway statement identifying "San Manuel Tribal Government Industrial Annex" pad and sign design conforming to City Specific Plan requirements. Concrete parking lot(s), street lighting plans and underground electric plans, these shall include on proposed improvement plans the location of all street lighting within 600 feet of the project utility relocation plan sheet(s) required for relocating power poles, etc., with costs identified in writing from each Utility (i.e. cost of electric, water, sewer, gas etc.) The relocation costs shall include costs for undergrounding for on-site utility extensions for project, where appropriate or should this be a requirement for existing utilities. (6) Legal descriptions and easement documents as required for any Utility company or by the city. (7) A detailed engineers cost estimate for each element of construction, detailed in "book form", a 8.5" x 11" file. (8) All construction specifications in "book form" including documents and easements detailed in separate 8.5 x 11 file. This shall include detail construction contract documents, plan details, special provisions, letters of approval of engineering plan design, and authorization to "Construct over Facilities" from the San Bernardino City & Water Department, County of San Bernardino Flood Control District, etc, with subject conditions from these district(s) made a part of the engineering design and including any permits and identification of any development agreements or fees. (9) Traffic control plans, including those required for during construction, as required for public safety, in addition to the requirements by the City of San Bernardino (includes coordination with City Engineers and Public Works Department) (10) Any and all on-site and off-site water plans, including fire hydrant placement as required by local fire department or agency and City requirements for hydrant placements; On-site "loop line" water main system includes stub-out locations for building sprinkler fire systems hookups for each building pad site; include any water district or city plan check and inspection fees for water system (obtain fee cost in letter form). (11) Any and all on-site and off-site sewer plans, including calculation of sewer connection fees, calculation of water district plan check and inspection fees (obtain fee cost in letter form). (12) All geologic study and field investigation(s) required for human occupancy structures and site grading plan development. (13) Geotechnical investigation(s) and soils requirements for site development and grading plan, parking lot design and grading, building pad design and grading; and for all site development. (14) Landscape architecture design plan(s) sheets, including any median requirements, if any,in addition to landscape architectural for the entire site and open space areas.(include identification of plan check and inspection fees for irrigation systems and landscape). (15) A site plan, to be developed to create two (2) pads (each pad shall accommodate 200,000 sq. foot building), and one (1) 40,000 square foot building, common parking areas and open space (parkways) as remainder parcel. (16) Demolition plans for all housing structures, fences, poles, pavement areas, etc., shall be developed in accordance with all applicable law and shall include "demolition plan sheet(s)" and written specifications for all elements requiring demolition. (17) Engineering design and plan sheets should incorporate special provisions for lighting and signage requirements, including secured 10 foot high iron fence gate access control point serving property, from 5th street. A major part of completing this engineering design prior to acceptance by the Tribe or final payment will be the coordination of the engineering firm with San Manuel Department of Building & Safety. When the Tribe receives the plans from the engineering firm, the plans shall beconsidered as "permit ready", meaning they shall not require any plan check submittal changes or modifications. It is therefore necessary for the engineering firm to have professional engineering and management expertise, as the tribe will not authorize any change orders for "plan check revisions". It shall be the responsibility of the engineering firm to submit a design for professional engineering services and to make any minor plan check revisions, if required, prior to the award of any final payment based on a contract. Any conference, meetings with any outside agency or pre-screen check meetings held shall include a representative from San Manuel Economic Development Department. Note: The finished plans shall include two (2) sets of original "wet-signature" signed original mylar and one copy of xerox mylar. III. Insurance Requirements Insurance coverage shall be verified with original wet signature "Certificate(s) of Insurance" and be sent to the Tribe prior to any contract, if any. The followingincludes the minimum coverage and requirements by the Tribe: General Liability $2,000,000.00 Personal Liability $1,000,000.00 Auto Liability $1,000,000.00 Professional Liability $1,000,000.00 Workers Compensation $1,000,000.00 Valuable Papers $1,500,000.00 (Tribe added as a loss payee) 30 day notice to cancellation requirement on all policies with the San Manuel Band of Mission Indians ("Tribe") and Victoria Development, named as additionally insured. This shall be required to be made part of any contract, if any, prior to any work. Any and all sub-consultants shall be approved by the Tribe with identical insurance requirements, identical to above-noted Certificate(s) of Insurance including the San Manuel Band of Mission Indians and Victoria Development, named as additionally insured. IV. Special Provisions The Tribe has P.L. 93-638 ATTG contract, pursuant to Indian Self Determination and Education Assistance Act, with the BIA, U.S. Department of Interior. In accordance with the Act, and the Act of April16, 1934 (48 Stat.596, as amended [25 USCS 452 et. Seq.], or any other Act authorizing Federal Contracts with or grants to Indian organization or for the benefit of Indiana, shall require that to the greatest extent feasible 1) preferences and opportunities for training and employment in connection with the administration of such contracts or grants shall be given to Indians; and 2) preference in the award of subcontract and subgrants in connection with the administration of such contracts or grants be given to Indian organizations and to Indian-owned economic enterprises as defined in section 3 of the Indian Financing Act of 1974 (88 Stat. 77) [25 USCS 1452]. V. Proposal Requirements Six (6) copies of the proposal shall be submitted to the San Manuel Band of Mission Indians, by U.S. Postal Mail only, postmarked no later than March 1, 1999 and delivered to the following address: San Manuel Band of Mission Indians P.O. Box 266 Patton, CA 92369 Attn: Sealed Bid -- San Manuel Tribal Government Industrial Annex All proposals shall indicate the following in a detailed manner: 1. Past experience on similar projects. 2. Staff specifically assigned to the project at the professional level (include copies of state license & certificates). 3. Support personnel to be used. 4. consultants, if any, to be used. 5. A total cost breakdown associated with each task identified in this proposal (engineering services and design [Items 1 thru 17] ) and shall not-to-exceed costs for each element in engineering design & fees). 6. A total cost (not to exceed) for the entire engineering project. 7. A time chart (spreadsheet) showing total field and office engineering time indicating time-frame for completion of work, showing this time in calendar time, and shall include any allowances for review periods. 8. A payment schedule for percentage of work completed for all elements of engineering design. This "request for proposals" does not commit the Tribe to award a contract or to pay any costs incurred in the preparation of a proposal in response to this request, or to procure or contract for any services. The tribe reserves the right to accept or reject, in part or in its entirety, the request for proposal if such action is deemed to be in the best interest of the Tribe.
