PRIMARILY IN THE STATES OF PA, NJ, NY, DE, RI, MA, CT, NH, ME, VT, MD,
VA, AND DC SOL N62472-99-D-1399 DUE 032299 POC Tina Phillips, Contract
Specialist, 610-595-0643. Landscape architectural services are required
under an indefinite quantity contract at various Military family
housing, bachelor quarter areas and other installations. The work will
take place primarily in the following states: PA, NJ, NY, DE, RI, MA,
CT, NH, ME, VT, MD, VA, AND DC. The type of services required may
include, but are not limited to: the preparation of technical plans and
specifications for landscape architectural construction projects,
preparation and review of exterior grounds maintenance programs, and
other special studies or consultation regarding landscape architectural
issues as may be required. Landscape architectural construction
projects could include roads, parking lots and loading areas;
pedestrian walks and crosswalks; storm drainage systems; recreation
facilities (playing fields, playgrounds, paths and natural areas);
signage systems (building identification, directional and regulatory);
site lighting (parking lots, streets, building entrances and signs);
retaining walls andslope stabilization; fencing (security and
decorative types); plant materials (trees, shrubs and groundcovers,
creation of visual buffers); site furniture (benches, trash
receptacles, smoking enclosures and bus shelters); and special
treatment of building entry areas (paving, seating, planting, ADA
requirements, and signs). Engineering services/special studies may be
required for conceptual plans for site and landscape improvements;
storm water drainage; erosion control; paving evaluation; parking and
vehicular circulation; and Americans with Disabilities (ADA) compliance
studies/and or reports. Additional consultation services could include
plant material maintenance manuals. CADD capability is required. All
work will require compatibility with existing Navy and DOD CADD
standards. Design deliverables will be required in either AUTOCAD or
Microstation depending on the location of the specific project;
specifications using SPECINTACT SGML program, and cost estimates using
the Success 4 estimating program in a Work Breakdown Structures (WBS)
system format. The following pre-priced options may be exercised at
the discretion of the government. Conceptual Plans, 0 -- 35% design; 35
-- 100% design; and post construction contract award services such as
shop drawings, as-builts, consultation, and inspection. Options are
normally exercised within several months of completing prior work,
however, delays of up to one year are possible. Contract award is
contingent upon availability of funds. SIGNIFICANT EVALUATION FACTORS
(in order of importance) are: 1. SPECIALIZED EXPERIENCE AND TECHNICAL
COMPETENCE OF THE TEAM IN THE TYPE OF WORK REQUIRED (AS DESCRIBED
ABOVE) AND ABILITY TO SUBMIT DOCUMENTATION IN THE REQUIRED FORMATS. 2.
PROFESSIONAL QUALIFICATIONS OF THE STAFF TO BE ASSIGNED TO THIS
CONTRACT (INCLUDING THOSE OF ANY SUBCONSULTANTS). PROJECT TEAM MUST
INCLUDE REGISTERED CIVIL ENGINEERS IN ADDITION TO REGISTERED LANDSCAPE
ARCHITECTS. 3. CAPACITY OF THE ASSIGNED TEAM TO ACCOMPLISH THE WORK
WITHIN THE REQUIRED TIME CONSTRAINTS. 4. PAST PERFORMANCE ON CONTRACTS
WITH GOVERNMENT AGENCIES AND PRIVATE INDUSTRY IN TERMS OF COST
CONTROL, QUALITY OF WORK, AND COMPLIANCE WITH PERFORMANCE SCHEDULES
(EMPHASIS ON D.O.D. WORK). 5. KNOWLEDGE AND DEMONSTRATED EXPERIENCE IN
APPLYING SUSTAINABILITY CONCEPTS AND PRINCIPLES TO LANDSCAPE
ARCHITECTURAL/SITE IMPROVEMENT PROGRAMS. 6. QUALITY CONTROL PROGRAM OF
THE FIRM TO ENSURE TECHNICAL ACCURACY OF SUBMITTALS. 7. LOCATION OF
THE FIRM IN THE GENERAL GEOGRAPHICAL AREA OF THE PROJECTS AND KNOWLEDGE
OF THE LOCALITY OF THE PROJECTS, PROVIDED THAT THERE IS AN APPROPRIATE
NUMBER OF QUALIFIED FIRMS THEREIN FOR CONSIDERATION. 8. USE OF SMALL
BUSINESS, SMALL DISADVANTAGED BUSINESS, WOMEN-OWNED SMALL BUSINESS,
HISTORICALLY BLACK COLLEGES AND MINORITY INSTITUTIONS, USED AS PRIMARY
CONSULTANTS OR AS SUBCONSULTANTS. 9. VOLUME OF WORK PREVIOUSLY AWARDED
TO THE FIRM BY THE DEPARTMENT OF DEFENSE. Block 10 of the Standard Form
255 will summarize how the firm meets the stated evaluation criteria
for this contract. A matrix format must be included in this section
documenting proposed team members specialized experience relevant to
the subject contract as follows: IN LEFT HAND COLUMN SHOW: Relevant
projects (use number of project assigned in Block 8 of Standard Form
255). ACROSS TOP ROW OF MATRIX SHOW: Team member's name (show key
person named in Block 7 of Standard Form 255). IN BODY OF MATRIX SHOW:
Role of team member (include consultants) on relevant project, i.e.,
Project Manager, Landscape Architect, Civil Engineer, etc... Include
(as attachments) performance evaluations and/or letters of commendation
for office making this submission. Firms must also indicate if they are
a subsidiary, and if so, must state if they are normally subject to
management decisions, bookkeeping, and policies of their holding or
parent company. Also indicate if firm is an incorporating subsidiary
that operates under a firm name different from the parent company.
Estimated Construction Cost: N/A. Type of Contract: Indefinite Quantity
Contract/Firm Fixed Price Task Order. Estimated Start Date: June 1999.
There will be no dollar limit per project. The total fee that may be
paid under this contract (including the option years) will not exceed
$5,000,000.00. The duration of this contract will be for one year from
the date of an initial contract award with options for four additional
one-year periods. The minimum guarantee for the entire contract term
(including option years) will be satisfied by the award of the initial
project. The options may be exercised at the sole discretion of the
Government subject to workload and/or satisfaction of A/E performance
under the subject contract. Since this contract may result in an award
valued in excess of $500,000, a small business subcontracting plan
will be required if a slated firm is a large business concern prior to
being interviewed. The small disadvantaged business set-aside goals
and the women-owned small business goals in the plan shall not be less
than 5% each of the subcontracted work. The SIC Code is 0781 and the
small business size standard classification is $5,000,000.00. THE
PROPOSED CONTRACT IS BEING SOLICITED ON AN UNRESTRICTED BASIS,
THEREFORE REPLIES TO THIS NOTICE ARE REQUESTED FROM ALL BUSINESS
CONCERNS. A/E firms which meet the requirements described in this
announcement are invited to submit completed Standard Forms 254 and 255
to the office shown above. Firms responding to this announcement by
4:00 P.M., on 22 MARCH 1999, will be considered. Firms having a current
Standard Form 254 on file with this office may also be considered. ALL
HAND CARRIED SUBMITTALS MUST BE DEPOSITED IN THE BID BOX WHICH IS
LOCATED IN THE LOBBY AT THE ABOVE GIVEN ADDRESS PRIOR TO THE TIME AND
DATE SPECIFIED. PLACE LABEL ON THE OUTERMOST ENVELOPE IN WHICH YOUR
