sought request conducted by the Contract Support Division (N102) of the
Military Sealift Command. It is a request for information only and your
response is not an offer. This request for information does not commit
the Government to pay any costs incurred in the preparation or any
submission to this market survey or to contract for services. Military
Sealift Command is seeking information regarding the potential
requirements for a worldwide lubricant sampling and analysis program to
support its fleet of 140 ships. The potential requirements at this
point are defined as follows: A.) The shore-based lab must be ISO 9000
certified and use ASTM standard test methods to perform lubricant
analysis. B.) The shore-based laboratory must be able to process
approximately 20,000 samples per year. The test slate will include:
1.)Oil physical property analysis including but not limited to
viscosity, TBN, TAN, water content, fuel dilution, and oxidation.
2.)Wear metals content including ferrographic and scanning electron
microscope photographic analysis of wear particles. C.) Test results
must be forwarded electronically to MSC within three business days of
receipt of samples at the lab. D.) Test result data must be provided
world wide in a MSC specified electronic format via modem, e-mail, and
the internet. E.) Ship board and shore side technical training must be
provided on a worldwide basis. F.) The "Kittiwake" name brand lube and
fuel oil test equipment and reagents, pre-paid express sample mailing
kits, sample bottles, pumps, and all other ancillary items necessary
to maintain a ship board oil sampling and analysis program worldwide
must be provided. Vendors who believe they may be qualified and are
interested in participating in this potential requirement are
encouraged to submit the following information to Military Sealift

total dollars in annual revenue) E.) Number of testing labs world wide
F.) Relevant Standard Industrial Classifications (SIC) of the Vendor
C.) A brief overview of any proprietary software used by the firm in
accumulating test data. D.) A brief overview of electronic data
transfer capabilities and experience, especially over the internet.
