International Trade Administration's SABIT Program is managing a
specialized program in Environmental Technologies to train managers,
scientists, engineers and consultants from Russia and the New
Independent States (NIS). The Training Program will consist of two (2)
six-week Training Sessions with approximately sixteen (16) to twenty
(20) participants each. The two NIS Training Sessions will be on the
following topics: 1) Environmental Technologies in the Oil and Gas
Industry: April 3 -- May 15, 1999; 2) Water Systems Management: June 12
-- July 24, 1999 (all dates are tentative). THE SABIT Program has a
requirement for two (2) individuals to serve as Simultaneous
Interpreters (Russian-English; English-Russian) for the two (2)
Training Sessions. The two (2) interpreters will travel with each of
the groups throughout the two (2) six-week Training Sessions. Travel
costs, lodging and per diem will be provided outside of the Washington,
D.C. metropolitan area. Applicants must meet the following Basic
Qualification Requirements: 1) Skills comparable to a State Department
seminar-level simultaneous interpreter from English to Russian and
Russian to English (Note: Skills will be assessed); 2) Knowledge of
history, government, demographics, and politics of Russia and the NIS;
3) Ability to perform liaison functions among various organizations
involved in the SABIT Environmental Technologies Program; 4) Strong
administrative skills; 5) Strong inter cultural communications skills;
6) Strong public speaking ability; 7) Assertive personality with the
ability to handle challenging situations. Applicants must meet the
above mentioned Basic Qualification Requirements and will be further
evaluated on their experience, education and training in relation to
the following Quality Ranking Factors: 1) Experience serving as a
simultaneous, seminar-level interpreter in English and Russian; 2)
Ability to communicate effectively and professionally in Russian and
English; 3) Experience and vocabulary in the following fields:
Environment; Oil and Gas Industry; Water Systems -- Potable Water and
Waste Water; 4) Ability to understand and recognize the needs and
interests of the host company and the group. The ability to facilitate
communications between the two; 5) Knowledge of Russia and NIS; 6)
Previous work experience with delegations of this size; 7) Diplomatic,
yet assertive manner; 8) Ability to translate written material Russian
to English, English to Russian; 9) Willingness to work on weekends and
