The Office of Minority Health/OPHS through the Program Support Center, General Acquisition Branch has a requirement to design and develop an evaluation resource guide. The guide will increase the knowledge of inexperienced minority community-based organizations/grantees. The guide will be a "how to" that includes (but is not limited to) the following:explains the purpose and components of an evaluation; contains a glossary of evaluation terms defined in layman's terms, with examples; explains the objective of conducting a needs assessment and collecting baseline data; provides basic steps for designing project evaluation strategies and importance of identifying and involving a project evaluator in this process; explain the need to adequately budget for project evaluation; outlines the basic steps for assessing program implementation for effectiveness; explains the need for developing and using data collection instruments, with examples; explain the basic principles for collecting data in a culturallydiverse community; explains the basic steps for developing a database, analyzing data and preparing results for presentation; and discusses how to determine the best venue for presenting data. The period of performance for this requirement will be eight months from the effective date of the purchase order.
