COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 17,1999 PSA#2284D -- AUTOMATED DOCUMENT CONVERSION SYSTEM, FY 1999 PROGRAMS The Office
of the Deputy Undersecretary of Defense (Logistics) (DUSD(L)) has
approved the list of the Military Services top priority FY 1999
Automated Document Conversion System (ADCS) programs. The ADCS effort
is intended to promote the conversion of existing Weapon System
technical documentation into more useful computerized formats. ADCS
supports design, construction, maintenance, repair and reprocurement
efforts by taking legacy hard copy engineering and technical manual
drawings and convert them into digital formats that are readily
useable. The goal of ADCS is to place the "right data, in the right
format, to the right user." Critical roles for ADCS include: (1) Raster
to vector conversion to reduce Administrative Lead Time (ALT) and
Production Lead Time (PLT), (2) Tech manual foldouts conversion to
support interactive electronic technical manuals (IETMs), (3) Focused
conversion of product data to support smart product models and
simulation based acquisition, and (4) Focused product data conversion
to support total ownership cost reduction and pilot programs. The FY99
ADCS program approach was for the four Services to evaluate and
nominate potential FY99 ADCS projects. DUSD(L), in conjunction with
Service representatives, evaluated and ranked proposed projects based
on: (1) ALT/PLT reduction, (2) Focus on smart information (IETMs and
Smart product models), (3) Total Ownership Cost (TOC) reduction, (4)
Business case/Return on Investment (ROI), and (5) Follow-on of efforts
with solid ROI. DUSD(L) and the four Military Services intend to award
purchase orders for the top ranked FY99 ADCS projects. Existing
contracts may be used for FY99 ADCS initiatives if the anticipated work
is within the scope of that contract and the anticipated work will
occur within the period of performance for the existing contract. An
industry briefing on the ADCS FY99 Programs will be held at 9:00AM on
Friday, March 5, 1999 in the Crystal Ballroom at the Fort McNair
