combined synopsis/request for quotation commercial items prepared in
accordance with format in FAR Subpart 12.6, as as supplemented with
additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY REQUEST FOR QUOTATION; proposals are being
requested and a written request for quotation will not be issued. This
synopsis/request for quotation is issued as a Request for Quotation
and incorporates provisions and clauses in effect through Federal
Acquisition Circular 90-42 and will be awarded under FAR, Subpart 13,
Simplified Acquisition Procedures. This procurement is under a 100
percent small business set aside. The Standard Industrial
Classification code for this requirement is 5111. The resultant
purchase order will be Requirements type for the paper identified
herein. The NRC prefers that all price quotes being proposed be quoted
in the unit packaging indicated in this solicitation. Offerors may
propose unit packaging other than requested by the NRC; however,
offerors shall also include per ream unit pricing (500 sheets per ream)
for bond and photocopy paper, and the individual unit price per
envelope and shipping sack. Regardless of the type of packaging
proposed, all aggregate quantities shall be realistically equal to the
aggregate quantities requested in this solicitation. REQUIREMENT: The
NRC has a need for next day and four (4) day delivery, as specified by
the NRC for paper products utilizing the "Just-In-Time" method. Paper
specifications are as follows: (1) 7530-00-616-7284, Paper, Bond 25%
Rag, White Letter Size -- Bond paper is 20 lbs. substance, white long
grain with good erasability and permanence, Sheet size is 8 " X 11" and
wrapped in reams of 500 sheets each with 10 reams per box, QUANTITY:
400 BOXES. The paper shall contain at least 30% post consumer materials
per Presidential Executive Order 12873, (2) 7530-00-NRC-0022X, Paper,
Offset Book, White, 11" X 17" -- smooth finish, long grain, 60 lb.
substance weight, cut sheet size is 11" X 17". QUANTITY: 1,400 BOXES.
Shall contain at least 30% post consumer materials. Normal box content
is 5 wrapped reams of 500 sheets each. The paper shall be wrapped and
boxed due to the humidity and moisture in the NRC Print Shop, (3)
7530-00-NRC-0026X, Paper, Offset Book, Yellow, 11" X 17", Color may be
a bright or medium shade of yellow. Goldenrod or light shades are not
acceptable. -- smooth finish, long grain, 20 lb. weight, cut sheet
size is 11" X 17", QUANTITY: 80 BOXES. Shall contain at least 30% post
consumer materials. Normal box content is 5 wrapped reams of 500
sheets each, (4) 7530-01-NRC0003X, Paper, Photocopy, Letter Size, 8 "
X 11", White. Paper for use in most copiers/laser printers is 20 lb.

usually packaged 500 sheets per ream and 10 reams per box QUANTITY:
12,000 Boxes. (5) 7530-01-NRC-0004X, Paper Photocopy, White, Size is 8
" X 14" Legal Size, copier/laser printer paper is 20lb. basis weight,
dual purpose, bright white, longgrain and acid free. Must contain at
least 30% post consumer materials. Usually packaged at 500 sheets per
ream and 10 reams per box. QUANTITY: 60 BOXES. (6) 7530-01-152-5119,
Envelope, Kraft, approximate size is 9 " X 12" blank. Envelope is a
high cut diagonal seam construction, OCG kraft, substance 32. Size may
vary by 1/4" per side plus or minus, with a bursting strength of at
least 38. The item shall contain 10-20% post consumer materials. In the
past this item has been packaged at 500 each per box. The NRC will
accept any normal packaging content between 100 to 500 each. Quantity:
70 BOXES (7) 8105-00-145-0444, Shipping Sack, Reinforced, Uncushioned,
Size: 10 " X 16", # 5. Uncushioned shipping sack shall be reinforced
with lightweight glass fiber or equivalent material. Item is double
layer kraft construction with a fold-over flap that can be glued,
taped, or stapled. Item is normally packaged at 500 each per box.
Brands purchased in the past that met the NRC's needs have been the
Jet-Lite # 5, and the Astro-Valcour # 5. Any equivalent brand is
acceptable. Post consumer materials content shall be at least 15%.
QUANTITY: 30 BOXES. (8) 8105-00-NRC-0006X, Shipping Sack, Reinforced,
Uncushioned, Size 12 " X 19" # 6. Uncushioned shipping sack is
reinforced with the lightweight glass fiber or some equivalent
material. Item shall be double layer kraft construction with a
fold-over flap that can be glued, taped, or stapled. Item is normally
packaged at 250 each per box. Brands purchased in the past that met the
NRC's needs have been the Jet-lite # 6 and the Astro-Valcour # 6. Any
equivalent brand is acceptable. Post consumer materials content shall
be at least 15%. QUANTITY: 30 BOXES. All orders shall be palletized.
The NRC requires that the vendor shall periodically pick up and remove
from the NRC White Flint One loading dock, empty pallets generated
from paper and supply deliveries. The NRC cannot guarantee that all
pallets will be from the vendor's prior deliveries of items. Empty
pallet pickup will be requestedat the time of the call (order) being
placed. The NRC will endeavor to inform the vendor of the approximate
number of empty pallets to be removed. All shipments must be delivered
in trucks with gatelift capacities. The NRC loading dock at the White
Flint One Building is only about 20" high. Due to safety procedures,
the vendor shall not use the ramp to attempt to off load shipments. The
vendor shall unload all materials and goods ordered from the vendor's
truck onto the NRC loading dock without assistance by NRC personnel and
deliver the order to the location identified. All deliveries shall be
made within one (1) working day or four (4) working days after receipt
of call, as stipulated by the NRC authorized individual placing the
call. If for any reason the vendor cannot deliver the requested items
within the stipulated time frame, they shall contact the NRC Project
Officer to explain the delay. DELIVERY ADDRESSES AND HOURS FOR
DELIVERY: (1) U.S. Nuclear Regulatory Commission, One White Flint
Building, Print Shop or Supply Store, 11555 Rockville Pike Rockville,
MD 20852, Hours: 8:00 a.m. -- 11:30 a.m. and 12:30: p.m. -- 4:00 p.m.,
Monday -- Friday. All deliveries to the One White Flint Building shall
be inside deliveries. (2) U.S. Nuclear Regulatory Commission Warehouse,
5000 Boiling Brook Parkway, Rockville, MD 20852, Hours: 7:45 a.m. --
3:45 p.m., Monday -- Friday. Saturday deliveries are acceptable only in
emergency situations and only if it has been approved in advance by the
NRC Project Officer. PERIOD OF PERFORMANCE: March 12, 1999 through
March 11, 2000 with a one year option. Offerors shall provide quotes
for next business day deliveries and four (4) business day deliveries
for the base year and the option year. All offers are due by February
22, 1999, 5:00 PM. Eastern standard time and shall be forwarded to the
U.S. Nuclear Regulatory Commission, Attention: Michael Mills, Mail
Stop T-7-I-2, Two White Flint North, 11545 Rockville Pike, Rockville,
MD 20852. A purchase order will be awardedfor a firm fixed price. The
award will be made on or about February 26, 1999. The following clauses
