Y -- PREQUALIFICATION OF CONTRACTORS FOR DESIGN/BUILD OF NEW POSTAL FACILITIES, 10,000 TO 30,000 SQ. FT. IN THE STATE OF ALASKA. Postal Service, is soliciting written expressions of interest from contractors desiring to be placed on a prequalified contractor's list for DESIGN/BUILD of new postal facilities on USPS leased or owned sites in the State of Alaska. The projects range in size from approximately 10,000 to 30,000 square feet, and estimated construction costs of $3.5M to $9.0M. Construction completion schedules vary from project, location, and time of year, but are usually 12-15 months for construction. The building systems may vary in construction materials/systems, but in general they will consist of either exterior finish and metal studs, CMU, tilt-up concrete with veneer, or a combination thereof; steel structural systems, a single-ply roofing membrane or built up roof. Applicants will be evaluated on the following criteria: (1) five (5) years experience as a prime general contractor; (2) references; (3) completion of two or more successful design/build projects within the last five years of similar size and scope; (4) valid contractors license for the State of Alaska; (5) proof of financial stability and bonding capacity; (6) current workload and capacity in relation to company resources; (7) small, minority, and woman-owned business subcontracting plan; and (8) geographic location of firms relative to project sites. In addition, (9) Proof of professional license to practice architectural/engineering (A-E) services in the State of Alaska (these capabilities may be consultants to the prime general contractor). The design team must have computer drafting capability with Auto CAD Version 12.0 or higher. A-E firm(s) providing the design services must submit through the prime general contractor, a current SF 254, "Architect-Engineer and Related Services Questionnaire," and a SF 255, "Architect-Engineer and Related Questionnaire for Specific Projects". The contract will be with the prime general contractor. The A-E proposed must demonstrate availability of resources sufficient to handle the design of the projects in a "fast-track" mode. Prequalification statements will be evaluated by a USPS committee, and only BEST QUALIFIED firms will be selected. Firms selected will be placed on the DESIGN/BUILD prequalification list for Alaska for a period of twenty-four (24) months.
