The Cooperative Threat Reduction Office of the Defense Threat Reduction Agency has a requirement for support to maintain the drainage system that was installed at the Unified Fill Facility, Pervomaysk, Ukraine. This drainage system was installed under a contract with Defense Special Weapons Agency (Now DTRA). The drainage system is necessary to control ground water that if allowed to go uncontrolled could delay or prevent anticipated demilitarization work. This effort does not include any demilitarization work. DTRA intends to issue a sole source contract to the Scientific Implementing Innovational Company "Stroom" of Vinnitsia, Ukraine. DTRA believes Stroom is the only source able to perform this effort. Any other firm desiring consideration must fully identify its capability to perform the requirement. See Note 22.
