The Input NSNs/PNs are: 1615-01-317-6446/145D1300-9; 1615-01-216-3827/145D1300-5; 1615-01-296-3090/145D1300-7; 1615-01-306-6971/145D1300-6 and 1615-01-312-5162/145D1300-8; the Output NSN/PN is 1615-01-317-6447/145D1300-9. A five year Firm-Fixed Priced, Indefinite Delivery/Indefinite Quantity type contract is anticipated. This is a sole source requirement to Boeing Defense and Space Group, Helicopters Division, Philadelphia, PA 19142-0858. Existing unique design capability, engineering skills and manufacturing knowledge by the qualified source require procurement of this effort from Boeing. The proposed contractual action is for an effort, which cannot be procured through full and open competition, Justification and Authority is 10 U.S.C. 2304 (1), only one responsible source or a limited number of responsible sources and no other supplies or services will satisfy agency requirements. Boeing retains data rights, manufacturing knowledge and technical data that are not economically available to the Government, this data and knowledge are essential to the performance of the part. This part requires a test stand not available from the Government or Boeing Aircraft, necessary to perform the overhaul/modification and maintain the quality of the part.
