for Dye Penetrate Inspection System prepared IAW FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
solicitation DAHA14 99 R 4002 is issued as an RFP. This is a
solicitation document and incorporates provisions are those in effect
through Federal Acquisition Circular 97-10. SIC code is 3599. Dye
Penetrate Inspection System. This requirement is for the Kansas Army
National Guard, Topeka, Kansas. The requirement is for special test
equipment to inspect for cracks the internal components of the AGT-1500
turbine engine. The inspection system shall be a chemical dye system
that will penetrate and become lodged in cracks or fractures of metal
and them visible under special light conditions (black light). Complete
assembly shall include the items necessary to allow a smooth and labor
efficient, flow of engine components across the inspection system. All
separate stations shall be assembled adjacent to each other and must
fit within a 30 X 40foot area. (includes operator work space) Complete
system shall include a filtration system for cleaning and reuse of the
chemicals. Required components of the systems are: (1) Chemical Spray
Booth: Must be a self-contained unit, mist collector may be separately
attached. Inside working area of spray booth shall be minimum of 48"L
by 36" W by 42"H. Hand operated chemical spray gun. Sufficient black
light (mounted or hand held) for visual verification by operator. Mist
collector must be capable of capturing and filtering over spray.
Filtration must be complete enough to allow final venting back into
shop space. (2) Rinse Station: Self-contained unit with roller assembly
for movement of parts. Non corrosive drain basin. Hand held sprayer and
clack light required. Supply and drain water connections shall allow
simple hookup to facility water supply and drain. (3) All Drain
Stations: Self contained unit with roller assemblies for movement of
parts across drain area. (4) Drying Station: Drying equipment shall be
capable of holding the same size components as the rest of the system.
Drying chamber shall have insulated and heat reflective panels or
coatings. Heating elements and circulation fans shall be removable.
Doors or panels for loading and unloading of the dryers shall be hinged
or balanced for ease of operation. Dryer system must be capable of 230
VAC or 460 VAC. (5) Developer Station: Developer must be capable of
holding the same size components as the rest of the system. System must
be capable of collecting vented dust and must clean air to a level that
can be vented directly back into the shop space. Floor of system shall
have roller system for movement of components through developer. Non
corrosive drain basin. (6) Inspection Station: Unit shall be large
enough to house components and the Inspector within a Clack light
controlled area. Inspection Station shall have its own ventilation
system and separate white and black light with all controls available
to operator working inside of the booth. (7) Chemical Filtration
System: Must be capable of processing 300 gallons per day. System must
be self-contained with separate process and cleaner tanks. Filtration
screens or bags must be removable for separate particulate filtering
sizing. A firm fixed price contract is anticipated. Proposals must
include a written description of the equipment indicating its
compliance with the specifications. The proposal also should include
sufficient information to include promotional brochures, pictures, or
any other submission to indicate specific performance characteristics
of the equipment. Award shall be lowest price technical acceptable
proposal . Contractor shall submit a list of at least three companies,
to include point of contact and telephone number of individual(s), who
currently use the equipment described in their proposal. All of the
technical evaluation factors other than cost or price, when combined,
are approximately equal to price. The provision at FAR 52.212-3,
Offeror Representations and Certifications (Oct 1995) applies to this
acquisition. A completed-signed copy of this provision shall be
submitted with any proposal. The clause at FAR 52.212-4, Contract Terms
and Conditions (Apr 1998). The clause at FAR 52.212-5, Contract terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items (Jun 1998 applies to this acquisition. Under
paragraph b, the following clauses are incorporated: 52.203-6,
Restrictions on Subcontractor Sales to the Government, with Alternate
I; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for
Disabled Veterans and Veterans of the Vietnam Era; 52.222-36,
Affirmative Action for Workers with Disabilities; 252.222-37,
Employment Reports on Disabled Veterans; 52.225-3, Buy American
Act-Supplies. The clause 52.232-33, Mandatory Information for
Electronic Funds Transfer Payment (Aug 1996) applies to this
solicitation. The clause at DFARS 252.212-7001, Contract Terms and
Conditions Required to Implement Statutes to Defense Acquisition of
Commercial Items (Nov 1995), is applicable to this acquisition. Offers
