The AFMLO/VA Special Services Division is in the process of negotiating
requirements for a pathogen identification device system intended to
provide specific pathogen identification that is military hardened and
field worthy -- complies with deployable asset standards. The device
shall be shock resistance, capable of withstanding a 1-meter drop in
transport mode and a 15-cm drop while operating. The system shall be
capable of being transported under a variety of environmental
conditions including smoke, dust, rain, salt spray, high humidity,
temperature extremes, reduced atmospheric pressure, and sand. The
device shall be a rapid thermal cycler with concurrent fluorescence
monitoring, capable of automatically analyzing samples for the presence
of any nucleic acid sequence. The system shall automatically collect
the data, interpret the test data and report the results. The
requirements include the system, laptop computer, centrifuge with
adapters, tool kit, cuvettes, cables, rugged carrying case,
accessories, user and service data manuals. The system requirements are
that as manufactured by Idaho Technology Inc, model R.A.P.I.D. or
equal. The proposed system shall have proven technology and used in the
commercial market. The government guarantees as a minimum the
acquisition of 2 systems. The contractor shall be responsible for
training user personnel in the operation and care of the system. The
training shall include, at a minimum, actual demonstration and
operation of the equipment including adjustments. Delivery: FOB
Destination 45 days ARO desired. The contract is intended to be issued
as an indefinite delivery, indefinite quantity for the systems with
two options that may be used on a non-mandatory basis by Government
activities. The Offeror shall guarantee availability of servicing and
replacement of parts for the life expectancy of the equipment. The
Offeror shall provide equipment that is Year 2000 compliant. Year 2000
compliant as used in this part, means, with respect to information
technology,that the information technology accurately processes date/
time data (including, but not limited to, calculating, comparing, and
sequencing) from, into, and between the twentieth and twenty-first
centuries, and the years 1999 and 2000 and leap year calculations, to
the extent that other information technology, used in combination with
the information technology being acquired, properly exchanges
date/time data with it. This is a total small business setaside. All
responsible sources may submit an offer. Requests for hard copy

accompanied by a certified check for $5.00 made out to the Department
