Transportation Equity Act of the 21th Century (TEA-21) allows federal
agencies to set-aside part of their employee's pre-tax income to pay
for transit expenses, such as metrocheck or vanpools. GAO is seeking
companies that can develop, manufacture, sell and service automated
teller machines to dispense metrochecks. A card-based transaction
system or similar network program, which can capture the individual
data and prepare management reports are the basic requirements.
Preferably the systems will use desktop PC to link to the ATM network,
and GAO can monitor the terminals, transactions and respond quickly to
the problems. The following describes one approach that is acceptable
to GAO: Diebold uses I/Link Desktop ATM software, which includes full
intercept processing, device monitoring and control and transaction
store-and-forward capabilities. It runs on a high-end PS/2 containing
IBM's P/co-processor. The co-processor is a powerful transaction
engineer that manages the operations of the ATM network and the
regional network interfaces. The PS/2 handles cards, transaction and
network information stored in DB2/2 relational databases. The
information from the relational database is used to build all kinds of
standard and custom reports. Firms have 45 days to submit information

202-512-5102. GAO may purchase on a sole source basis the Diebold
capability if no other sources are discovered. The proposed contract
action is for supplies or services for which the Government intends to
solicit and negotiate with only one source under the authority of FAR
6.302. Interested person may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. However, all proposals
received within forty-five (thirty days, if award is issued under an
existing basic order agreement) after date of publication of this
synopsis will be considered by the Government. A determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. Posted
