A -- SOURCES SOUGHT FOR INFORMATION REGARDING RESEARCH AND DEVELOPMENT ACTIVITIES FOR THROUGH THE WALL IMAGING SYSTEMS DUE 022899 POC Sandy Broten, Contract Specialist (520) 533-8944, Fax (520) 538-0415 The US Army Intelligence Center and Fort Huachuca, Directorate of Contracting, Thunder Mountain Evaluation Center is seeking information from companies, educational institutions, or other Federal agencies that currently (or plan to) provide research and development (R&D) services to the Federal Government in support of the Technical Support Working Group. The following is a set of requirements that has been developed to meet needs of various participating agencies in the Technical Support Working Group (TSWG): Systems should have capability to image through walls of varying construction, including: (a) Interior Walls -- Standard sheet rock; plaster over lath; plaster over screening materials, wood, ceramic tile, brick, cinder block, stone (marble or granite). These materials are typically installed over interior framing that is either wood or metal; and (b) Exterior Walls -- Wood, brick, cinder block, stucco, vinyl or aluminum siding, concrete, and reinforced concrete. Many of these materialsare typically installed over framing and insulation materials. Performance should be able to meet any or all of the below listed requirements: (i) Requirement 001: Capable of imaging through various wall types to identify life forms in spaces on the opposite side.; (ii) Requirement 002: Capable of imaging through various wall types to identify humans and distinguish from animals (such as dogs).; (iii) Requirement 003: Capable of imaging through various wall types to identify the number of humans.; (iv) Requirement 004: Capable of imaging through various wall types to provide accurate location of humans relative to the wall such that patterns could be determined.; (v) Requirement 005: Capable of imaging through various wall types to identify location and identification of hostile forces, friendly forces, or non-combatants.; and (vi) Requirement 006: Capable of profiling walls (particularly external walls) to provide details associated with the construction, thickness, compositions of materials, density, degree of homogeneity of the construction materials, identification of reinforcing materials such as reinforcing bars, or steel mesh. No conclusions or recommendations will be issued based on the results of this evaluation, nor does participation imply any obligation on the part of the Government. However, the results of this evaluation will be provided to all member organizations in the TSWG, and specific feedback from the evaluation will be provided to participants. Proprietary information will be provided the strictest protection, and will not be further disseminated to other agencies without approval of the sponsor. Interested organizations/companies/institutions are encouraged to respond to this notice by providing a short written summary (no longer than ten pages) of their equipment capabilities, and the expected ability to meet any or all of the requirements listed above.
