D -- SUPPORT AND TRAINING FOR NOVELL GROUPWISE SOFTWARE SOL L/OIG 99-01 DUE 030399 POC Nancy Young, 202 219-7869 x205; FAX 202 219-9013 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitaiton, OIG 99-01, is issued as a request for proposals. The U.S. Department of Labor's Office of Inspector General (DOL/OIG), intends to competitively procure services from a Novell Groupwise-certified vendor, via a purchase order. Requirements include: 1) Planning. To assist the U.S. Department of Labor's Office of Inspector General in planning for the migration from Groupwise 4.1 to Groupwise 5.5 (GW 5.5). This task involves working with MIS staff to evaluate the current system and establish procedures necessary for the migration. The approximate start date for this phase of the project is April 1999. 2) Installation. Provide expert advise and assistance with the migration of current GW domain and all post offices to GW 5.5 at the headquarters office in Washington, DC. 3) Training. To provide GW 5.5 training at 7 locations (Washington, DC, New York City, Philadelphia, Atlanta, Chicago, Dallas, and San Francisco). The training curriculum will be coordinated with DOL/OIG MIS staff. It is expected that there will be 4 training sessions at each location, each lasting approximaely 4 hours. The contractor is responsible for providing training workbooks to be retained by the attendees, as well as, portable training labs. Travel expenses should also be included, but identified separately, in your cost proposal. The provisions of the Federal Acquisition Regulation (FAR) at 52.212-1, Instruction to Offerors-Commercial, and any addenda, applies to this acquisition. Provision 52.212-2, Evaluation-Commercial Items, is hereby incorporated with the following factors to be included in paragraph (a): (1) knowledge of Groupwise Administraiton, Implementation, Training and Support; (2) Expertise ofstaff; (3) Ability to provide service within established timeframes; (4) Quality of training materials; (5) Thoroughness of Proposals; and (6) Past Performance. Any factors that contribute to the effectiveness of the migraiton of Groupwise 5.5 will be considered. Offerors should provide for references to be used for evaluating your past performance, a list of three (3) agencies or companies (include address, phone number and contact person) for which you have provided similar services within the past three (3) years. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solictation will be most advantagious"Best Value" to the Govenrment, price and other factors considered. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commerical Items, with the offer. The Clause 52.212-4, Contract Terms and Conditions, and any addenda, apply to this acquisition. Any firm desiring consideration must submit documentation which demonstrates its technical capability to perform this requirement.
