The first Missile Warning Space Surveillance Systems (MWSSS)
Engineering, Development, and Logistics (MEDAL) Industry Day will be
held on Friday, 5 Mar 99, 0800-1800, at the Officers' Club on Peterson
AFB, CO. Refer to the previous MEDAL CBD announcements on 25 Aug 98,
page 14, 10 Nov 98 page 9 and 2 Feb 99, Page 7. The schedule will be as
follows: 0800-1200 Government briefings, including: SPD
Overview/Perspective, Total System Performance Responsibility (TSPR),
ISISS-MEDAL Transition Issues, Source Selection, and Contract Issues.
These briefings will be published on the HERBB web site prior to
Industry Day. No copies of the briefings will be provided at the event.
1200-1330 Lunch, Sandwich Bar. Afternoon One-on-One Government/Prime
Sessions. These will be 30-minute question and answer sessions for
primes who have responded to the MEDAL Sources Sought Synopsis
published on the Commerce Business Daily (CBD). These sessions are for
the primes' benefit. Government representatives willbe present to
answer all questions. Primes may bring up to 20 persons, including
potential subs. Time slots will be assigned on a first-come,
first-served basis. Call Bob Franck at (719) 556-2200 to reserve your
time slot. Registration: All attendees are requested to RSVP for the

There will be a conference fee of approximately 10 dollars which will
cover morning refreshments and a sandwich bar lunch. Fees will be paid

Monday, 8 March 1999 there will be a MEDAL Workshop Day held at the
Decision Support Center (DSC) of the Joint National Test Facility
(JNTF) located at the Shriever AFB, CO. The schedule will be as
follows: 8 MAR 1999: 0700 -- 0730 Check-in and badging at Shriever
Visitor Center; 0730 -- 0750 Travel time to West Parking Lot and Walk
to JNTF; 0800 -- 1130 Administrivia and start of Focus Sessions; 1130
-- 1230 Lunch; 1230 -- 1630 Remainder of Focus Sessions; 1630 -- 1700
Wrap -up. Visit Requests: The JNTF requires a SECRET clearance for
"hall and walls" access. A visit request is required for anyone coming
in. Uncleared people or last minute visitors without a visit request
require a JNTF escort-authorized person to escort them throughout their
stay (MEDAL people can not escort). Visit requests should be Faxed to
JNTF Security at 719-567-8399 by Friday, 5 MAR 1999. Any security admin
questions should be phoned to the JNTF security office at (719)
567-8169. Visitors may use Barbye Beattie (719) 567-9208 as their point
of contact. (Note: When getting a badge at the Shriever Visitor
Control, be sure to let them know you should be on the JNTF Visit
Request List). Objectives for Workshop Day: The government will obtain
industry's perspective and concerns on select topics related to the
MEDAL acquisition. This input will be used to shape the source
selection and contract. All contractors who responded as potential
primes to the MEDAL Sources Sought Synopsis released on the CBD are
encouraged to support this event if they are interested in pursuing the
contract. Seating Limitations: The JNTF Decision Support Center (DSC)
has 15 laptop stations and very limited additional seating. To deal
with this constraint, during each of the individual topic sessions,
each company will be limited to two representatives in the room,
sharing a laptop station. Representatives who are to participate in
other topic sessions will be able to wait in the JNTF cafeteria until
their session of participation is held. Topics: Each Workshop topic
will have up to five government-generated questions for contractor
comment. The topics are listed below. The government questions for each
topic will be available on HERBB by Tuesday, 2 Mar 99, as well as
available at the Industry Day on Friday, 5 Mar 99. We highly encourage
contractors to bring written responses to the questions in order to
allow them maximum time to critique other contractor inputs.
ISISS/MEDAL Transition Issues, TSPR, Contract Issues, System
Programming Agency (SPA) Support, Early Warning Radar Upgrade (EWRU).
Format for the Sessions: For each topic session the facilitators will
lead the group through each government question and allow ample time
for participants to type in anonymous answers, thoughts or concerns.
Upon completion of responses and before moving to the next question,
within a topic, all responses will be open for electronic anonymous
comment or clarification. In the course of this final comment phase of
each question there are bound to be questions that surface. While the
government will have representatives present, the government will not
have time, nor access to the appropriate personnel, to address these
questions during the Workshop. These questions will be captured as part
of the Workshop Day log. Electronic copies of the log will be provided
to each representative that indicates a need for a copy on the
