WILL BE PROCURED UTILIZING FULL AND OPEN COMPETITIVE PROCEDURES!! The
Environmental Protection Agency's (EPA) National Progran Chemicals
Division (NPCD) of the Office of Pollution Prevention and Toxics (OPPT)
in Washington, D.C., has the responsibility to ensure the availability
of a nationally trained and qualified workforce to identify and
address lead-based paint hazards, and to protect the general public
from exposure to lead-based paint hazards (40 CFR Part 745 Subpart
L-Lead-Based Paint Activities). Effective August 31, 1998, the
regulation referenced above mandated that the EPA begin administering
a lead-based paint training, certification and accreditation program in
States, Indian Tribes, and Territories that do not have an EPA
authorization to administer such a program. The purpose of this
procurement is to acquire a contractor established process for
distributing applications, reviewing and evaluating applications,
recommending Agency approval or denial of applications, and
communicating with the public about the specifics of individual
applications. The contractor selected shall be required to offer
support to training programs applying for accreditation and individuals
and firms applying to receive certification to conduct lead-based paint
abatement activities. Additionally, the contractor shall be required,
under EPA guidance, to address phone, facsimile, and mail inquiries
about lead-based paint program activities as well as provide data entry
and database support. Specifically, under EPA guidance, the contractor
shall transfer the appropriate information from the applicant's
package into a database for use by EPA, state personnel, potential
applicants and the general public (for example, accredited training
course schedules may be available through the database once the
contractor has entered the data into the system). The contractor shall
also establish an information help line to answer specific questions
about an individual, firm, or training program's application. Payment
for services rendered by the contractor will be divided into two (2)
distinct parts: (a) Firm-Fixed Prices paid for by EPA appropriated
funding; (b) Firm-Fixed Fees for Services paid for by
individuals,firms, and training programs directly benfiting from the
services of the contractor (commercial enterprises). It should be noted
that hard copies of the Request for Proposals (RFP) will not be mailed
out, but will be available for down-loading from the EPA website. The
