Bell, Contracting Officer, 770/919-5115 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation F09609-99-B-0002 is hereby issued as an invitation for bid (IFB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. The procurement is unrestricted and will follow simplified acquisition procedures in FAR Part 13 and 13.5. The applicable standard industrial code (SIC) for business size determination is 3799 with a size standard of 500 employees. The following commercial items are required: CLIN 0001: 21 each All Terrain Vehicles (ATV) with the following specifications: 4x4 four wheel drive; 282 cubic centimeters (cc) four stroke engine; full time all wheel drive; gravity feed flow fuel system; electric start with kick start capability; four wheels and tires the same size; minimum 3.3 gallon fuel tank; front and rear black cargo rack; black seat; and molded dark green body with no factory emblems, Honda Fourtrax Model 300 or equal. CLIN 0002: 21 each gunrack units to be mounted on the ATV. Bids should be submitted "FOB Destination" with all shipping charges included in the unit cost of each CLIN. The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items, shall apply along with Defense FAR Supplement (DFARS) 252.204-7004, Required Central Contractor Registration (CCR). Evaluation of bids will be in accordance with FAR Clause 52.212-2, Evaluation-Commercial Items, based on price. Bids shall include a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications -- Commercial Items. FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, shall apply with addenda DFARS 252.232-7009, Payment by Electronic Funds Transfer (CCR).
