56 -- EAST GATE ROAD CULVERT REPLACEMENT, FORT LEWIS, WASHINGTON SOL DAKF57-99-B-0008 DUE 031599 POC Belinda Jenkins at (253) 967-2151, ext. 246 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Number DAKF57-99-B-0008 applies and is issued as an Invitation for Bid. The IFB document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. This procurement is issued as unrestricted with a SIC code of 3272 and a size standard of 500 employees. Furnish a precast concrete culvert in strict accordance with the specifications. The Government will be responsible for off-loading and installation. CLIN 0001, 1 Job. Specifications to meet the following minimum technical requirements: 1. Provide one (1) precast concrete 3-sided box culvert with wing walls and footings for East Gate Road and delivered to site 65 days after verbal submittal approval. FOBdestination. Acceptance at destination. Culvert dimensions: 160'L X 9'H X 20'W divided into 16 10' sections for field assembly. 2. Structural specifications: Concrete: 28 day compressive strength f'c = 6000psi. Rebar: ASTM A-615 Grade 60. Design: AASHTO Standard Specifications for Highway Bridges. Steel Shapes: ASTM A36. To be field grouted by others with 4500 psi Non-Shrink Grout. 3. Load requirements: East Gate Road Dead Load: Required soil cover + weight of box culvert; East Gate Road Live Load: AASHTO HS-20; Tank Trail Dead Load: Required soil cover + weight of box culvert; Tank Trail Live Load: AASHTO HS-20; Tank Trail Combat Tank Load: See Combat Tank Load Diagram in drawings. 4. Soil bearing: 3 KSF Dead Load Only; 1 KSF Live Load Only; 4 KSF DL + LL. Compacted soil density: 120 PCF. Active soil pressure, drained: 35PCF; undrained: 80PCF. Passive soil pressure, drained: 250PCF; undrained: 125PCF. 5. Interested offerors must contact Belinda Jenkins at (253) 967-2151 extension 246 to obtain detailed drawings with notes. 6. The Government will provide all tools, labor, and equipment for unloading of contractor's trucks and installation of culvert. Contractor shall coordinate delivery of the culvert sections ten (10) days prior to delivery. Delivery point will be arranged by Public Works Division, Fort Lewis, WA. 7. Shop drawings shall provide detailed dimensions including size, spacing, and cut and bend lengths of reinforced steel. Shop drawings shall be accompanied by supporting calculations prepared and sealed by a structural engineer registered in the state of Washington. Design calculations shall be prepared in accordance with requirements identified in the structural notes and load requirements. 8. Shop drawings must be approved in advance by the Contracting Officer or his representative. Verbal approval or disapproval will be given within ten (10) working days of receipt of submittal, followed by written confirmation. Unless otherwise specifically provided or indicated, equipment, materials and articlesincorporated in the work shall be new, the grade, type or class best suited for the use intended. Unless otherwise noted, work shall be accomplished by workmen skilled in the applicable trade using the best standard practice for the type of work involved. 9. Proposed departures from the contract plans and specifications due to field conditions or other causes shall be submitted immediately to the Contracting Officer for approval. 10. Provision 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. Award will be made on SF 1449.
