The Coastal Systems Station, Dahlgren division, NSWC, Panma City, Florida intends to solicit R D Instruments, 9855 Businesspark Avenue, San Diego, CA 92131 on a sole-source basis for a modified commericial-off-the-shelf Doppler Navigation sonar (DNS). Basic contract quantity will be 16 each DNS, 13 Spare Parts kits, and associated documentation. Options will be included for 10 each DNS, 13 Spare Parts kits, and factory service for repair of repairable subassemblies. Basis for sole-source award is (a) an initial market survey data identififed R D Instruments as having the only system that could potentially meet the performance and interface requirements for this DNS in the Swimmer Delivery Vehicle. The market conditions have not changed significantly. (b) Extensive testing has been performed on the modified R D Instruments DVL-1553 DNS to confirm it can meet the performance requirements in the Swimmer Delivery Vehicle. Duplication of this testing would be required for any other DNS proposed as an alternative. It is not reasonable to expect that the costs and program delays associataed with this required testing could be recovered through competition.
