synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation number,
N00173-99-R-CR02, is issued as a request for proposal (RFP). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-10 and for Defense
Federal Acquisition Regulation Supplement (DFARS) through Defense
Acquisition Circular 91-13. The FAR and DFAR provisions and clauses
cited herein are incorporated by reference into this solicitation. This
acquisition is unrestricted. The small business size standard for this
acquisition is 100 employees and the standard industry code (SIC) is
5049. Contract Line Item Number (CLIN) 0001: Digital Radio Frequency
Memory consisting of baseband, fast local oscillator and 500 MHz
instantaneous bandwidth, one (1) each. The new equipment must meet or
exceed the following specifications: RF input frequency band must be
between 2.4 to 5.4 GHz, Instantaneous Bandwidth: 500 MHz, Input Band
Select Method: Auto Internal Select/External, Sub-band set-on time: 20
nsec maximum, RF input signal range: -35 to +15 dBm, RF input VSWR:
2.0:1 or better, Phase sampling: 3 bits minimum, Phase correction: 45
degrees minimum, Recirculation PW: 3.2 msec maximum, RF memory length:
204 usec minimum, Delay resolution: 50 nsec minimum, Number of memory
files: at least 4 (each with independent delay timing), File output

The required delivery schedule for CLIN 0001 is no later than nine (9)
months after contract award date. The required delivery schedule for
CLIN 0002 is no later than seven (7) months after contract award date.
The contractor shall deliver the system FOB Destination, Naval
Research Laboratory, 4555Overlook Avenue, SW, Washington, DC
20375-5326. The FAR and DFAR provisions and clauses cited herein are
incorporated by reference into this solicitation. Offerors are advised
to propose in accordance with the provision at FAR 52.212-1
Instructions to Offerors -- Commercial Items. There are no addenda to
the provision FAR 52.212-1. Offerors will be evaluated in accordance
with FAR 52.212-2 Evaluation -- Commercial Items. The specific
evaluation criteria under paragraph (a) of FAR 52.212-2 are: (1)
technical capability of the item offered to meet NRL's need, (2) price
and (3) past performance. Technical and past performance, when
combined, are of equal importance compared to price. Offerors are
advised to include with their offer a completed copy of the following
provisions; FAR 52.212-3, Offeror Representations and Certifications --
Commercial Items, DFARS 252.212-7000, Offeror Representations and
Certifications -- Commercial Items and DFARS 252.225-7000, Buy American
Act -- Balance of Payments Program Certificate. The following FAR
