740-788-5043 The Air Force Metrology and Calibration (AFMETCAL) program
requires 35 each Resistance Measurement Systems in accordance with
Directorate of Metrology Purchase Description 99MLEERSH01, Rev D, dated
15 Jan 99. Requirement includes a 5 year worldwide warranty and data
with each unit. Options for 0-27 each in FY00 and 0-27 each in FY01 and
an Option for Provisioning Data in FY01. General Description: The
Resistance Measurement System shall be a medium performance system that
may be used to measure low resistance to high resistance. This system
shall be capable of measuring a variety of resistive type devices in
both two terminal and four terminal modes. This system shall have the
ability to perform automatic data acquisition, mathematical and
graphical data analysis, graphical display of results, print data
results and data storage of results. The measurement system shall have
the ability to perform Turn-Key measurements of resistance devices at
any point within the measurement range of 0.1ohm to 100 Megohm.
Turn-Key measurements represents the ability of the system, after
configuration setup, to make a non-stop resistance measurement or
measurement sequence of resistors at a single value without the need
for manual intervention or additional laboratory equipment. A Turn-Key
measurement result will be displayed on a CRT type monitoring device
and will be storable and transferable to standard internal
memory/storage devices such as RAM and floppy disc. The contractor must
provide all equipment necessary to make this a Turn-Key system. A
resistance device will be defined as any electronic device or
instrument that exhibits electrical resistance when a direct current is
applied to it. This would include, but is not limited to, standard
resistors and DC shunts. The complete system shall be capable of
fitting on a benchtop not greater than 3 ft by 6ft and shall not
require being stacked more than 3 ft high. Individual components shall
be capable of fitting into a standard 19 inch rack width. Weight shall
be a maximum of 300 lbs. Although a rack is not required for this
system, the system shall be provided with all necessary accessories to
enable maximum allowable rack mounting of its components in a standard
19 inch rack, including rack flanges and handles. As part of the
delivery of this system the contractor will be required to provide
training on the technical operation, physical operation and features as
described in the purchase description. The training will be in the form
of a CD that can be run on a PC. One CD will be required with each
unit. A complete list of the performance/functional requirements is

FOB Destination. Delivery to be a minimum of 3 each within 180 days
after contract award and continue at a minimum rate of 3 each every 30
days thereafter until complete. All solicitation requests must be in
writing. Written requests can be faxed to 740-788-5157. Oral request
will not be accepted. Request for proposal will be issued approx. 8
March 1999. Closing date will be approx. 6 April 1999. All responsible
sources may submit a proposal, which shall be considered. Special note
to all prospective offerors: DOD will not award contracts to
contractors that have not registered in the Central Contractor
