purchase order under Simplified Acquisition Procedures for the purchase
of a DEWPOINT MEASURMENT INSTRUMENT.This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition regulation (FAR) Subpart 12.6
and 13.5 as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation, proposals
are requested and a written solicitation will not be issued. This
solicitation F33660-99-Q7505, is a request for a price quotation for a
DEWPOINT MEASUREMENT INSTRUMENT. SCOPE: This solicitation incorpates
provisions an clauses in effect through the Federal Acquisition
Circular 97-10 and Defense Acquisition circular 91-13. FAR clauses
52.212-4 and 52.212-5 apply to this acquisition. This acquisition is
unrestricted. This document describes the minimum Air Force Primary
Standards Laboratory requirements for a Dew Point Measuring System
(DPMS). The DPMS will be used as a calibration transfer standard for
other humidity measurement instruments in the Air Force inventory. The
equipment/components list outlined within this solicitation is not
intended to be a complete list of what shall be required to satisfy the
technical specifications of this Purchase Description. The Government
is aware that several additional pieces of hardware and/or software may
be required beyond the list provided. A complete, assembled and working
system shall be delivered.GENERAL DESCRIPTION: The DPMS performs
measurements using the chilled mirror with optical detection method of
moisture measurement. It digitally displays the dew point, relative
humidity, and temperature of the gas under test. A self-contained
heating and cooling dew point controller is used in conjunction with
meter for application of dew point calibrations in the range of -90 to
+100 degrees celsius. Nominal size is 500 mm wide X 750 mm high X 500
mm deep.REQUIRED COMPONENTS: The item described herein is a dew point
meter with a dewpoint controller unit, both housed in rack mounted
frame. The unit shall be complete and fully assembled with power
cord(s) and carrying case, ready to operate when delivered. The Air
Force Primary Standards Laboratory has approved MBW, P/N
DP8-D-SH/K-1806, Dew Point Measuring Instruments, as meeting the
requirements of the purchase description. Items offered shall be
commercially available. GENERAL SPECIFICATIONS:Operating Range :Dew
point- 900 to + 1000 Celsius Temperature- 2000 to + 200o Celsius
Relative Humidity 1 to 99 Percent Uncertainty: Dew point+ 0.10 Celsius
Temperature+ 0.10 Celsius Relative Humidity + 0.2 Percent DEW POINT
METER:Front Panel Display: Three front panel displays shall indicate
temperature, dew point, and relative humidity of gas in chamber. The
display character dimensions shall be at least 7 to 15 mm and
illuminated with light emitting diodes.The display resolution shall be
3.5 digits with at least 0.1 increment viewable. Controls: All other
controls, status indicators, and switches necessary for normal
operation of the DPMS shall be mounted for ease of operator access and
viewing.Gas Flow: The gas flow indicator shall be located on
instrument front panel along with gas control valve. The valve shall
allow for fine gas flow control of the line supply to promote stability
of dew point setting.The instrument shall be capable of controlling a
flow rate of 15 to 60 liters of gas per hour at 20 bar max.The
instrument shall operate in gases of either nitrogen or air.
ENVIRONMENTAL REQUIREMENTS: Operating Temperature: The unit shall
maintain specified performance in an ambient environment of 17 to 27
degrees celsius.Operating Humidity: The unit shall maintain specified
performance in an ambient environment of 15% to 70% Relative Humidity.
Power: The unit shall operate on 115VAC, 60 Hz. Line variations of
+/-10% shall not degrade instrument specifications. The unit must meet
the requirements of Air Force Technical Manual 33-1-32, dated 15 April
84, revised change 9, 15 Aug. 95. Current required to operate the unit
shall not exceed 1.5 amperes. The power cord with standard AC plug
attached shall be 3 meters in length, + 0.5 meters.Reliability: The
unit shall operate continually without user intervention for extended
periods of time -- the adjustment/calibration interval shall exceed one
year. A failure shall be considered as any condition in which the
instrument does not meet the performance requirements of this purchase
description. Required periodic maintenance will not be considered a
failure unless the unit fails to meet the performance specifications of
this purchase description. Failures due to physical misuse, cut cables,
broken mechanical components, etc will not be considered as
failures.Warranty: The unit shall be supplied with a standard
commercial warranty against faulty workmanship and defective
materials.Design and Construction: The unit shall be designed and
constructed of materials that meet the requirements of this
specification and in accordance with the best commercial practices for
industry approved equipment. It shall be designed and manufactured to
maximize reliability, maintainability, accuracy, and ease of
operation. All parts such as switches, controls, etc., shall have
proper clearance and adjustments. They shall be capable of withstanding
environmental testing of this specification. No ozone depleting or
otherwise hazardous materials shall be necessary for the operation of
the equipment.Accessories: All accessories necessary for normal
operation of the equipment shall be supplied.Testing: This item will be
inspected and accepted/rejected at AFMETCAL within (45) days of
receipt.The item will be checked with test equipment possessing
parameters equal to or better than those required assuring specified
performance requirements are met. Test equipment used has first echelon
certification directly traceable to the National Institute of Standards
and Technology (NIST) where required. Tests will be performed to assure
that the item meets the requirements of this purchase description. Such
testing at destination does not relieve the contractor of performing
all inspections and quality checks at the point of fabrication, as is
specified elsewhere in the contract, or, as is necessary, to assure
performance as specified herein.A report of measurement shall be
supplied by the manufacturerer depicting the capability of instrument
(measured value versus actual value).Technical Manual(s): The unit
shall be provided with one user manual. The user manual shall contain
information sufficient for operation, maintenance, and trouble
shooting. Delivery is required within 90 days after contract award.
Delivery shall be FOB Destination. Please acknowledge all requirements
on your quote. Offerors must provide brochures/literature of the items
being offered with their quote. If the approved item is not offered the
offeror must provide technical detail to clearly demonstrate the
offerors understanding and compliance with the minimum requirements
listed above and provide a sample unit for review. The shipment of the
sample unit and return to the offeror will be at the offerors
