combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation # 200-9-99 is
hereby issued as a Request for Proposals. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-10. This contract will be awarded full and open
competition. A firm-fixed price contract is anticipated. The Department
of Veterans Affairs, Austin Automation Center (VA-AAC), requires the
lease or rental of personal computer resources to include personal
computers (PCs), PC Servers, local area network (LAN) components and
cabling equipment, printers, and the technicians required to support
training events or classes sponsored by the VA-AAC. The PCs are
required to operate in a Windows NT environment. These training events
or classes may occur at any place in the United States, but primarily
will take place in the Austin, Texas area. The VA-AAC plans to award
a single indefinite-delivery, indefinite-quantity contract for one year
of ordering with four option ordering years, with task orders issued as
required by VA-AAC, and a contract guaranteed minimum of $50,000 in the
first ordering year only. A major recurring event is the annual
Information Technology Conference (ITC). For this event the contractor
must set up and maintain at a high operational level LAN personal
computer equipment as detailed in floor layouts for all classrooms,
lecture halls, demonstrations and information/demonstration booths.
About 200 different training sessions for an estimated 2,500-3,000
conference attendees will be provided during this conference. This
training facility is currently at the Austin Convention Center located
at 500 E. Cesar Chavez Street, Austin, Texas 78701, but in option
years may not be limited to that location. This even is an example of
a large task on the contract. A bid for this particular task is not to
be submitted in response to this solicitation, but will be a task
order issued to the awardee of the contract. Contract Line Items
(CLINs) to be quoted for each ordering period of the contract consist

There must be 8 ports available for customer use. 10 12-port 10Base-T

available for customer use. * Note: If the switch backbone Fiber Optic
connector is not an ST connector, then a Fiber Optic jumper cable must
be provided that converts to an ST type connector. Cabling Provide and
install unshielded twisted pair (UTP) category 5 cabling from
hubs/switches to desktop PCs and printers. Provide and install fiber
optic jumpers from the Austin Convention Center demarcation point to
the switches/hubs located throughout the building. CLIN 0004:
Printers/Modems At least 15 Printers -- HP Laser Jet IV (minimum) with
at least 6mb of memory and Jet Direct (BPC-J2552A) interface cards
with 10 Base-T/BNC that support Microsoft NT/TCP-IP, EPA Energy Star
Compliant with the ability to disable power saving features. At least
5 modems External (Hayes compatible) 56K v.90 Fax/Modem with interface
cables. CLIN 0005: Technical Support Contractor to supply adequate
personnel to perform set-up before conference and at least 2 personnel
on-site during entire conference. These Contractor personnel must have
telecommunications experience and at least one technician must be
Microsoft NT-ETHERNET LAN certified. The Contractor personnel must be
able to troubleshoot data telecommunications problems and must have
used and managed telecommunications software packages such as PROCOMM
Plus. The Contractor personnel must have used and managed the Microsoft
software packages such as "Microsoft Office," "Visual Basic,"
"Microsoft Access" and Microsoft NT server/workstation. Experience
requirements must be documented by resumes and provided to VA.
Contractor personnel also should have knowledge in troubleshooting LAN
problems and correcting them. This should include knowledge of Hubs,
switches, Intel Desktop PCs, Intel Servers, Cabling (fiber and UTP),
and LAN monitoring. The following FAR provisions and clauses apply to
this solicitation: 52.212-1, Evaluation-Instructions to Offerors --
Commercial; 52.212-2, Evaluation-Commercial Item. Evaluation criteria
to be included in paragraph (a) of provision 52.212-2 are as follows;
(i) technical capability to meet the Government requirement; (ii)
price; and (iii) past performance. Criteria (i) and (iii) are more
important than price. All offerors are to include with their offers a
completed copy of provision 52.212-3, Offeror Representations and
Certification -- Commercial Items. The remaining FAR clausesapplying to
this solicitation are 52.212-4, Contract Terms and Conditions --
Commercial Items; 52.212-5, Contract Terms and Conditions Required to

Ordering, with paragraph (a) from date of award of the contract

for evidence of performance within the past three years involving the
supply of equipment and technical support for a conference of similar
size and scope to the annual ITC described above. Award will be made
to the offeror that provides the best value to the Government.
Quotations shall include resumes of professional personnel to be
