NASA/GSFC plans to issue a Request for Proposal (RFP) for services for management, operation, and maintenance of aircraft located at Goddard Space Flight Center's Wallops Flight Facility (GSFC/WFF). Under the proposed contract, the Contractor will be required to provide the necessary personnel, material, and equipment (not otherwise furnished by the Government) for the quality management of aircraft services to include (a) aircraft operations and maintenance of assigned aircraft; (b) aircraft line services; (c) operation, inspection, preventative maintenance and minor repairs of ground support equipment, (d) operation of an airport control tower at WFF; and (e) the furnishing of materials/parts required for the operation and maintenance of aircraft and support equipment. The provisions and clauses in the RFP are those in effect through FAC 97-10. It has been determined that in accordance with 10 U.S. Code 2304 and 41 U.S. Code 253, this procurement is being issued allowing Full and Open Competition. The SIC Code and Size Standard are 4522 and 1500 employees, respectively. The DPAS rating for this procurement is DO-C9. The anticipated release date of RFP5-59733/614 is on or about March 8, 1999 with an anticipated proposal due date of on or about April 22, 1999. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See Internet Note "B".
