The National Institute of Standards and Technology (NIST), Advanced Network Technologies Division intends to negotiate on a sole source basis with Wen, Hagley and Associates, 13401 Valley Drive, Rockville, MD 20850 to design and construct Wavelength Division Multiplexing Laboratory and Testbed as well as technical support for the Advanced Network Technologies Division. This is a follow on effort for the continued development and production of highly specialized equipment. The contractor is the only vendor capable of performing this service because: 1. The contractor's personnel have many years of experience in optoelectronic systems test and measurements and has combined expert knowledge and skills in components for Optic Communications, in particular, the Laser Optical Frequency Control Metrology, and WDM Network Technology; 2. The contractor has detailed knowledge of the components to be used in the establishment of the WDM Metrology Laboratory and Testbed and 3. The contractor provided the support for the project plan phase in the Wavelength Division Multiplexing (WDM). The performance period for this requirement is for a total of 225 days after date of award. FOB: Destination. No solicitation package will be issued for this requirement. A Request for Quotation (RFQ) will be issued to Wen, Hagley and Associates. The anticipated award date of the contract is on or around 30 days from the date of this notice.
