THIS NOTICE SERVES TO ANNOUNCE THE UNITED STATES COAST GUARD'S INTENT TO NEGOTIATE MODIFICATIONS UNDER THE DEEPWATER PHASE 1 CONTRACTS FOR FURTHER DEVELOPMENT OF THE INTEGRATED DEEPWATER SYSTEM (IDS) CONCEPTS AND ASSOCIATED ASSETS, ARCHITECTURES, AND PLANS TO THE FUNCTIONAL DESIGN LEVEL. Under the proposed modification, requirements contract line items will be added to the contract to allow for the issuance of task orders for further development of the IDS concepts developed under Phase I to the functional design level. These contract actions will be solicited and negotiated with the Phase 1 contractors only under authority of FAR 6.302-1 as these contractors are uniquely qualified to perform functional design efforts on their own concept designs. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for proposal. Expressions of interest must provide detailed and sufficient demonstration of capability in order for the Government to make the determination as to whether alternative sources are capable of performing this requirement. All responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposal based upon responses to this notice is solely within the discretion of the Government.
