Announcement submitted on December 17, 1998 is modified due to the
following: (a) The Classification Code of subject is changed to read

Number, Response Date and Contact Points are shown above. (c) Disregard
the previous Announcement in its entirety and the following is
substituted therefor: This Procurement is Unrestricted. The Corps of
Engineers (COE) expects to award two IDOC (for Sediment, Water, Soils
Sampling and Testing) for Professional Services to carry out field
sampling and laboratory analyses of environmental media (sediment,
soil, surface and groundwater) samples for physical, chemical, and
biological characteristics which includes bioassays and
bioaccumulations testing in accordance with the specifications. Dredged
material is the principle environmental medium undergoing
sampling/testing. The primary purposes of material sampling and testing
for individual task orders under this contract are one or more of the
following: (1) to determine dredged material disposal options
(unconfined marine or estuarine aquatic or upland, and (2) acceptance
criteria for landfill disposal (Title 22, Sec. 66261.24, California
Code of Regulations). The testing/sampling/evaluation guidance's which
must be followed are "Green Book", "Inland Testing Manual (1998),
USACE, San Francisco District Public Notice 93-2", and applicable parts
of 40 CFR 230. Responding Firms should demonstrate capability in
disciplines of: Trace Environmental Contaminants Analytical Chemistry,
Statistics, Surveying, Aquatic Ecology and Toxicology, Geology, and
Marine Chemistry. The following Evaluation Criteria are cited in order
of importance: (1) Recent and Demonstrated Experience of the Firm in
Sampling/Testing Dredged Sediment for Disposal Options, (2) Technical
Staff expertise as demonstrated by education and experience, (3)
Equipment available to the Firm to support the service requirements,
(4) Capacity to do the work, (5) Laboratory certifications, (6)
Convenience of location of field crew home base within San Francisco
District Project Sites. If the selected Firm(s) is/are a Large Business
concern, a SubContracting Plan will be required and shall be submitted
with the Proposal. Cumulative Total for Task Orders will not exceed $1
Million for the Base Year, $1 Million for Option Year One and $1
Million for Option Year Two. The Contractor is not obligated to honor
any order in excess of $500,000. for a single item or any order for a
combination of items in excess of $500,000. The Contract term shall be
for a One-Year period from the date of contract award with Options for
two additional years. Solicitation Documents will be available on or
about 99 Mar 04 and there is a possibility of providing the Documents

rates upon which costs of task order will be based for the One-Year
period as well as the Option Years. At the time a specific requirement
becomes known, a Scope of Work or Services will be provided to the
