CONTRACT INFORMATION: A firm fixed price contract will be awarded to conduct a Middle Rio Grande Water Supply Study. This work is being funded in cooperation with the New Mexico Interstate Stream Commission who is providing half the funding. The study's purpose is to prepare a quantitative description of the conjunctive-use ground and surface water supply available to the Middle Rio Grande from Cochiti Lake to Elephant Butte Reservoir. This will be conducted under the constraints of the Rio Grande Compact and upstream Rio Grande basin water use within New Mexico. This Middle Rio Grande water supply study will identify, assemble, and evaluate existing pertinent water supply and water budget data sets and present them in a form that can be used by regional water planning entities in the Middle Rio Grande. The product of the study will be used by others to develop and evaluate alternatives that reconcile projections of water demand with available water supply and by the Interstate Stream Commission in developing strategies to meet New Mexico's delivery obligations to Elephant Butte Reservoir under the Rio Grande Compact. The anticipated contract award date is May 1999. This Contract will be procured in accordance with Pl 92- 582 (Brooks A-E Act) and FAR Part 36. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. 2. PROJECT INFORMATION: The study consists of: a) preparing and executing a detailed work plan to include but not be limited to an interagency steering committee, state, federal, local agencies, Pueblos, stakeholders, water planning entities, water users, and the public productively through workshops, interviews, and public meetings as appropriate. b) Identify pertinent water supply and water budget data sets. c) Assemble paper and digital copies of data sets of the quantity and quality (quality information in so far as necessary to determine supply) of Middle Rio Grande surface and groundwater resources and their interaction. d) This would include particularly data sets related to Rio Grande Compact deliveries, Rio Grande operations, Middle Rio Grande water budgets, and physical properties of the ground and surface water hydrologic system. e) Review existing meta data standards used elsewhere that might be applicable to Middle Rio Grande water resources data sets. f) Prepare a memorandum report that establishes metadata standards for the data sets assembled for this study. g) Develop a metadata base of the data sets assembled for this study. h) Critique, contrast, compare, and provide an integrated interpretation of existing Middle Rio Grande water budgets and water depletion studies. j) Refine and extend previously developed water budget information. k) Present, in suitable format, the data, historical water supply and water budget results that are most applicable to planning present and future water resources use and compact delivery compliance. l) Develop Geographic Information System technology coverage of applicable data, where not already available in GIS format. m) Develop graphic presentations of numerical data associated with point and area locations. n) Operate the Albuquerque Basin digital groundwater flow model to quantify conjunctive-use groundwater supply. o) provide a professional interpretation of available ground and surface water resources information to describe, quantitatively and in statistical/probability-of-occurrence terms, the conjunctive-use annual water supply available to the Middle Rio Grande. p) Identify water resources investigations and data collection needed to improve reliability of Middle Rio Grande water supply quantification. q) Prepare an illustrated report of this water supply study. 3. SELECTION CRITERIA: See Note 24 for the general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a-e are primary. Criteria f-h aresecondary and will be used as "tie- breakers" among technically qualified firms. a. Firms must demonstrate specialized experience and technical competence in: 1) development of river basin scale water budgets and depletion studies. 2) Conjunctive use management of ground and surface waters. 3)familiarity with the Rio Grande Compact 4) working with western state water resource agencies. 5) natural resource data management, including time series and spatial data management. 6) development of natural resource data bases and metadata bases. 7) MODFLOW 8) Arc/Info and GIS data bases. 9) Firms that have implemented a Quality Management Plan will be given preference. b. Qualified Professional Personnel in the following disciplines: Firms must be able to provide a registered professional civil engineer, surface and groundwater hydrologists, data management specialists, computer graphic technicians, and Public Affairs specialists in preparing technical information in a format for use by lay persons. The civil engineer must have a working knowledge of the planning, administration and management of water resources in Western River Basins. The surface and groundwater hydrologists must have experience with conjuctive use analysis or management of surface and groundwater resources in western River basins. The data management specialist must have experience with data and metadata base development and management. The water resources team must be familiar with river basin scale water budgets and depletion studies. c. Past performance on DoD and other contracts in terms of cost control, quality of work, and compliance with performance schedules. d. Capacity to accomplish and complete the project by June 2000. e. Knowledge of the locality. The firm's familiarity with the Rio Grande Compact will be advantageous. f. Location of the firm with respect to New Mexico. g. Volume of DoD contract awards in the last 12 months as described in Note 24. h. Extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit one copy of SF 255 (11/92 edition) and one copy each of SF 254 (11/92 edition) for the prime firm and all consultants to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is the close of business the next business day. Solicitation packages are not provided. Personnel qualifications of all key subcontractors are to be included in block 7 of the SF 255. Responding firms are requested to clearly identify those tasks to be performed in-house and at what office and those tasks to be subcontracted and at what office. The SF 255 should specifically address the requirements of this announcement. Responding firms are requested to summarize their Quality Management Plan and identify all relevant computer capabilities in block 10 of the SF 255. Firms responding as Joint Ventures must state the intent in block 5 of the SF 255. Firms shall provide references, to include telephone numbers for projects listed in block 8 of the SF 225.
