A. CONTRACT INFORMATION: The Philadelphia District, U.S. Army Corps of
Engineers, intends to award a fixed-price contract to for the
following: (1) a Study, (2) Detailed Construction Plans, Specifications
and Estimate, and (3) Construction Management Services for work on the
Bridge Street Bridge across the Reserve Basin in the Philadelphia
Naval Business Center, Philadelphia, PA. This announcement is open to
all business regardless of size. A firm-fixed-price contract will be
negotiated. The contract is anticipated for award in April 1999. This
project is fully funded by the Government. If a large business is
selected for this contract, it must comply with FAR 52.219-9 regarding
the requirement for a subcontracting plan for the work that it intends
to subcontract. Groups with prime-sub relationships or joint ventures
will be considered as well as firms having all disciplines in-house.
Responding firms also must be registered in the DoD Central Contractor
Registration (CCR) database in order to be eligible for award
(reference: DFARS 204.7300). Responding firms or groups must have
demonstrated competence and experience in the following primary
disciplines: Highway and Railroad, Heavy Movable Bridges, both repair
and new construction, Fatigue Analysis, Hydraulic Bridge Systems,
Construction Management and Cost Estimating. Other related disciplines
include Environmental, Civil, Structural, Mechanical, Electrical, and
Waterway work. B: PROJECT INFORMATION: This project involves the study
of an existing bridge located on a combined highway-railroad bridge
across the reserve basin in the former Philadelphia, Naval Base. The
study will determine the detailed design solution to be constructed.
The reserve basin that provides berthing facility for the inactive Navy
fleet vessels is located approximately 0.3 miles upstream from the
Schuylkill River confluence with the Delaware River. The existing
bridge has one steel truss lift span and two tower spans with a total
length of approximately 400 feet. Distance between centerlines of truss
is approximately 41 feet. The bridge has approximately 36 feet curb to
curb roadway and 58 feet in to in of railings. The bridge was
constructed in 1943 with Cooper E-60 design load. The existing bridge
has 200 feet horizontal clearance and 135 feet vertical clearance above
mean high water at the open position. Currently, the existing bridge is
decertified for rail traffic. By a separate contract, the preliminary
tasks consisting of field surveying, underwater inspection of the
substructure elements, in-depth structural inspection and rating, and
geotechnical exploration are expected to be completed by April 1999.
These will be used in the study portion of this contract to determine
at least three (3) approaches to completing an operational span with
the least disruption of both water and land traffic. The Coast Guard is
studying the Base Closure EIS for possible adoption. Design must meet
the requirements, of AASHTO and AREA Specifications and needs of
navigation, U.S. Navy, Naval Business Center, and the City of
Philadelphia. Responding firms should have approximately 10 years
experience in Heavy Movable Bridges, especially Vertical Lift Bridges,
in-house related electrical, mechanical and hydraulic system capacity,
recent experience (past 10 years) in the rehabilitation and
construction of large lift bridges, experience with both railroad and
highway bridges; experience with environmental review and NEPA
documentation including HAER documentations, must have construction
management experience for major bridge projects, and, must have ship
collision and fendering design experience. C. SELECTION CRITERIA.
Significant selection evaluation criteria in relative descending order
of importance will include: (1) Specialized experience of the firm in
the primary areas, and including where appropriate, experience in
energy conservation, pollution prevention, waste reduction and the use
of recovered materials, (2) Professional qualifications of the
available staff necessary for performance of the services, (3)
Experience in other related types of work required, (4) Capacity of the
firm to accomplish the work in the time required and must be able to
start work immediately and complete the design in 18 months, (5) Past
performance on relevant contracts, (6) Location of the firm with
respect to work sites will be a secondary consideration provided that
a sufficient number of qualified firms respond to this announcement,
proximity to project site and Washington, DC will be and additional
consideration provided that a sufficient number of qualified firms
respond to this announcement, and, (7) Extent of participation of SB,
SDB, historically black colleges and universities, and minority
institutions in the proposed contract team, measured as a percentage of
the estimated effort. D. SUBMISSION REQUIREMENTS: As a part of this
submittal, it is required that all responding firms clearly present
billing amounts for Department of Defense and Department of
Transportation work for the 12 months prior to this announcement. As a
requirement for negotiations, the selected contractor will submit for
government approval a quality control plan which will be enforced
through the life of the contract. Firms desiring consideration, and
meeting the requirements described in the announcement, are invited to
submit a completed SF 254 and SF 255 (revised 11/92) for the prime
firm and a SF 254 for each consultant, to the above address not later
than the close of business on the 30th day after the date of this
announcement. If the 30th day is a Saturday, Sunday or Federal holiday,
the deadline is the close of business of the next business day. Include
an ACASS number in Block 3b of the SF 255. Call the ACASS Center at
