Solicitation GS-09P-99-KTC-0019, for a federal building to be constructed on a Civic Center area site in the City of San Francisco, California. The General Services Administration (GSA) announces an opportunity for design excellence in public architecture and is seeking a Architect/Engineer team to design a new Federal Building in San Francisco, California. The facility is intended to be approximately 62,500 gross square meters (673,344 gross square feet) while containing approximately 44,452 occupiable square meters (475,000 occupiable square feet) and will house administrative offices of various Federal agencies. In addition to the gross building area, the facility will also include associated indoor parking. The estimated total construction cost for this facility is between $80,000,000 and $120,000,000, with occupancy planned for the year 2004. The Government desires this complex to exemplify a state-of-the-art facility, become an appropriate addition to the San Francisco Civic Center area, an expression of regional architecture and a visual testimony to the dignity, enterprise and the stability of the American Government. The Government views this project as an opportunity to create a catalyst for development in the Mid-Market area of San Francisco as well as opportunity to provide a timeless architectural example that will be an inspiration to future development in the Mid-Market area. The scope of services includes pre-design, design development and final construction documents. The facility will be designed in "hard" metric (SI) units and completed in AutoCAD Version 14. The Selection is comprised of two stages: Stage I will require the submittal of the Lead Designer's portfolio. Following the submittal of portfolios a short list of the Lead Designers will be selected and asked to submit the qualifications of the complete A-E team for Stage II. Stage II will require the submittal of the full A-E team qualifications including SF254 and SF255 for evaluation and an interview. The Lead Designer may be more than one individual. The Design Firm may be an individual, studio, or close collaboration of individuals. The Lead Designer shall be licensed to practice architecture in at least one state, regardless of location. The Lead Designer as a minimum will develop the philosophy, design intent and conceptual design of the building. The Lead Designer will also be expected to have on going responsibility for design oversight of all phases of design and documentation. The Architect of Record must have a production office in the State of California, however, the identification of the Architect of Record will be in Stage II of the Request for Qualifications (RFQ). Stage I: Portfolio. The goal of this stage is to solicit design portfolios of the Lead Designer and their Design Firms. In this stage, a minimum of three (3) A-E firms will be selected based on the responses to this RFQ.The A-E design firms will provide specific evidence of its capabilities to deliver Design Excellence and express its design approach and philosophy. Interested firms shall submit a letter of intent, modified forms 254 and 255 and supplementary material for the A-E design firm only. Project qualifications submitted in Stage I will be reviewed and evaluated based on the following evaluation criteria: (1) Documentation of up to five outstanding projects within the past 10 years (50%). Provide one typewritten page with a description of each project. The description should include how the client's operational, budgetary and quality objectives were accomplished within each project. Unique aspects of each project should be addressed, such as energy conservation, sustainability or other examples of environmental excellence. Up to three 8 x 10 inch illustrations may be used for each project. Awards, publications, notices, peer recognition exemplifying design excellence for the projects submitted. Submit a single pagenarrative, using a maximum of 500 words, describing the firm's overall design philosophy and the firm's philosophy on creating a building within the fabric of an existing community. (2) A written statement by the Lead Designer (25%). Statement shall discuss the following subjects: Overall design philosophy. Understanding and approach to design issues. Philosophy for approaching the design of this particular project. Commitment to this project. Maximum of two pages. (3) Profile of the design team (20%). Provide biographical information for the Lead Designer(s) and any other key individuals that are integral to the design of the project. The key individuals should include the design principal responsible for guiding the design process; the project designer(s) responsible for the detailed development of the concept; the project manager in charge of client contact and contractual issues. Each biography shall include education, professional experience, recognition of design efforts inclusive of examples above anddescription of areas of responsibility. Maximum of five pages. (4) Regional and Local Expertise (5%). Design Firms that have a principal office in the San Francisco Metropolitan Area or in the State of California. Stage II: Complete Design Team evaluation and interviews. The goals of Stage II are to have the lead designers and Design Firms selected in Stage I form complete A-E teams. The lead designer will compile a project A-E Team that meets the project goals. A "Job Fair": will be held in San Francisco for local A-E firms to meet the finalist and join teams. The short listed A-E design firms will be invited to submit a complete Standard Form 254 and 255 package for all members of the project team. Information shall be provided to describe the team's capabilities and accomplishments with an emphasis on the projects that the team has collaborated on previously. Project qualifications for Stage II will be reviewed and evaluated based on the following criteria: (1) Professional qualifications of team members.(2) Past performance. (3) Project Management and Team organization. (With focus on the Project Manager that is responsible for client contact and contractual issues.) (4) A subcontracting plan. The A-E Project Team must identify the Architect of Record who will have or establish a production office in the State of California by the contract award date. No less than 35% of the total work effort will be performed in the State of California. In assembling the A-E Project Team, Lead Designers are encouraged to provide to the maximum practical opportunities to Small Business Concerns owned and controlled by socially and economically disadvantaged individuals to participate as subcontractors in the performance of this contract. As part of its commitment of socioeconomic initiatives of the Federal Government, the General Services Administration has established fiscal year 1999 subcontracting goals of 36% for small businesses, 6% for small disadvantaged businesses, and 3% for women-owned small businesses. In addition, subcontractors/consultants within the State of California are preferred when possible. Please be advised that this A-E contract will be financed by GSA through the Federal Financing Bank. To facilitate such financing, the selected A-E firm may be required to execute certain financing documents. In support of agency efforts, firms seeking consideration for this contract shall demonstrate a proactive effort to achieve the above goals. The use of subcontractors/consultants shown on the submitted SF-254's will be reflected in a Small Business and Small Disadvantaged Business Concern Subcontract Plan to be submitted with Stage II submittals and included in the contract. Firms must also provide a brief written narrative of outreach efforts made to utilize small, small disadvantaged and women-owned small business during Stage II. The narrative shall not exceed one typewritten page. An acceptable Subcontracting Plan must be agreed to before contract award. Large firms are hereby notified that Stage II evaluation will consider the level of participation by small businesses, small disadvantaged businesses, and small women-owned businesses on this project. (Small businesses are not subject to this requirement.) Small, small disadvantaged and women-owned small businesses are encouraged to participate as prime contractors or as members of joint ventures with other small businesses. Although this procurement is open to large business, small and minority A-E firms are strongly encouraged to participate. Offerors are invited to attend a pre-submittal conference to discuss the selection process. The conference will be held on March 1, 1999, 10:00 AM pacific standard time in the Nevada/California Room, 2nd Floor, 450 Golden Gate Avenue, San Francisco, California.
